Over the past 40 years, Medical Care Development International (MCDI), the international health division of Medical Care Development, Inc. (MCD), has worked to strengthen health systems through practical, evidence-based and high-impact interventions across several public health sectors in over 40 countries. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholder to improve the health outcomes of vulnerable populations. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria control; maternal, neonatal and child health; water, sanitation and hygiene; tuberculosis; HIV/AIDS; and other communicable diseases.

MCDI is currently seeking candidates for a Chief of Party (COP) to lead a USAID/PMI-funded 5-year Impact Malaria project in Democratic republic of Congo (DRC).

A consortium led by PSI and including MCDI as its sub-contractor, has been awarded the USAID-funded, 5-year, “Advancing Progress in Malaria Service Delivery” (APMSD) contract (Renamed Impact Malaria Project). In DRC, MCDI is the lead partner.

Roles and Responsibilities:

  • Responsible for the overall performance and results of the project, including day-to-day oversight and management of activities and technical, operational, and administrative personnel
  • Provide strategic leadership, vision and direction to the project and the MCDI-led consortium in DRC for successful project implementation
  • Serve as MCDI’s project representative in DRC and interface regularly with USAID, government of DRC counterparts within the MOH and NMCP, local organizations, and other participating or aligned organizations
  • Monitor program activities against targets ensuring compliance with project planning documents, and make adjustments to ensure client and stakeholder expectations are met
  • Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MCDI and donor policies and Standard Operating Procedures (SOPs).
  • Develop and implement all project planning activities, including work planning, staffing, M&E planning, and financial planning among others as relevant.
  • Ensure quality and timely completion of project deliverables including reporting to USAID/PMI and MCDI Home Office through monthly, quarterly and annual program and financial reports
  • Directly supervise senior technical and administrative personnel, as well as short term technical assistance provided by consultants and MCDI and consortium partners’ staff
  • Supervise financial monitoring and oversight to ensure project expenses are reasonable and in accordance with USAID and MCDI rules and regulations, and national laws.
  • Conduct regular financial reviews and analyses of program spending to ensure cost effectiveness and value for money
  • As appropriate, ensure collaboration and coordination with other USAID, PMI and non-USAID implementing partners and programs
  • Ensure proactive and regular dissemination of project results and successes, in addition to overseeing other strategic communications as relevant
  • Represent the project on behalf of MCDI in national, regional and international meetings and conferences (as appropriate)
  • Ensure participatory and gender sensitive processes are promoted

Qualifications, Skills and Experience:

  • Advanced degree in public health, infectious diseases, health systems, international development, or related field
  • Minimum of 10 years of experience as Chief of Party or in senior management roles leading technical and administrative teams for complex health projects
  • Strong background and experience related to the management of programs in malaria, health systems strengthening or strategic planning for health in developing country settings.
  • Extensive experience in client and stakeholder management, developing project work plans, budgets, and managing project implementation.
  • Strong inter-personal and communications skills
  • Expertise in Malaria Case Management and Malaria program implementation is a plus:
  • Experience leading donor-funded projects in DRC or elsewhere in Sub Saharan Africa, preferably USG or USAID-funded
  • Demonstrated understanding of USAID Contract administrative, management and reporting policies, procedures and systems
  • Professional fluency in both French and English is required (4S/4R for both languages)
  • Willingness and ability to be based in Kinshasa, DRC with frequent domestic travel
