A Consortium made up of The Norwegian Refugee Council (NRC), The Internal Displacement Monitoring Centre (IDMC), Climate Interactive (CI), and International Alert, is undertaking a three-year research project in North and South Kivu with the financial support of DFID/UK Aid. The research aims to improve understanding of both the vulnerabilities caused by repeated displacement and of what constitutes resilience in eastern DRC. The Consortium believes that this improved understanding will enable more effective policy and practice that can ensure external aid interventions increase the resilience of people affected by displacement (PAD) in eastern DRC.
NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately USD 20 million. In line with NRC’s institutional core competencies, the DRC operation runs a holistic programme response to populations affected by conflict and displacement in North and South Kivu provinces.
We are seeking a Consortium Manager to:
- Provide overall management of the Technical Working Group ensuring effective functioning of the consortium for delivering the MD programme in line with stated goals and objectives
- Convene the Consortium Steering Committee (CSC) to facilitate decision making on key issues
- Manage relationship between Consortium and program donors, ensuring effective collaboration as well as compliance of the MD programme with donor policies and guidelines
Job description
- Coordinate all aspects of grant management for the programme including during the planning, implementation, and programme evaluation.
- Support decision-making processes withing the Consortium, ensuring decisions can be taken in a timely and relevant manner
- Work with the TWG, operation and finance leads to standardise the technical and operational strategies and approaches between Consortium organisations during the inception phase period of pilot projects
- Support advocacy output delivery
- Work with the Consortium M&E staff, Consortium technical advisors and the DFID advisers to support the establishment of M&E systems relevant to the programme

Qualifications
- Experience working with consortiums and good understanding regarding the various institutional, operational and inter personal coordination needs between constituent consortium members
- Strong communication, interpersonal, representation and negotiation skills
- Proven management skills
- Resilience programming experience or related subject
- High level of conceptual understanding regarding Resilience, Disaster Risk Reduction (DRR), Climate Change Adaptability (CCA), Poverty Reduction (PR), Linking Relief, Rehabilitation and Development (LRRD) and Integrated Programming
- Experience in quality human resource management, particularly in a multi-cultural environment, including techniques for staff development, training, motivation, and discipline
- Excellent one to one and group communication /information presentation skills
- Experience in budget management
- Good understanding of DFID and other donors’ requirements
- Experience working with statistical computer software packages
- Fluency in English and professional proficiency in French required

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Duty station: Goma with 25 % travel to the field locations. This is a non family posting. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
