Job Description

BACKGROUND:With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, Tanganyika, and Equateur, the IRC works to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. In partnership with other stakeholders, under the leadership of Abt Associates, the IRC will co-implement the USAID Integrated Health Project (USAIDIHP) in Haut Lomami, Lualaba, Haut Katanga, Tanganyika, and South Kivu, with technical support to some activities in Kasai Central, Kasai Oriental, Sankuru, et Lomami provinces. The project will provide support to the health system in several health zones and strengthen the performance of quality health services. Within the overall framework of the project, the IRC will be responsible for providing technical leadership to the consortium in nutrition, community engagement, WASH, iCCM and GBV, as well as co-implement the project's activities in support of the health zones and provincial health offices in Haut Lomami, Lualaba, Haut Katanga, Tanganyika, and South Kivu. Activities will be designed as part of an overall primary health care package that will have both facility-based and community-based services and activities to help targeted populations access services and fully participate in improving their health. To this end, the IRC is seeking an experienced manager, with extensive USAID experience, preferably with contracts, for the position of USAID IHP Team Lead.

JOB DESCRIPTION Overall, the USAID IHP Team Leader is a project director level position, but within a large complex consortium which will require strong teamwork and partner relationship skills. The Team Leader will guarantee the quality and timeliness of the project implementation, the provision of technical support from IRC to the consortium in areas of technical leadership, as well as the overall compliance with the contract terms, including the USAID rules and regulations. The team leader will monitor IRC's deliverables and ensure that IRC will meet its contract commitments, including the fee-based performance indictators, and document thoroughly any deviations. The team leader will have overall oversight responsibility for 90-100 employees, albeit with complex, indirect,supervisory lines in 5 different provinces. S/He will ensure coordination between all partners and stakeholders. This position is based in Lubumbashi, D.R. Congo with, and reports to the IRC Country Director. S/He will frequently travel to the intervention areas.

MAIN RESPONSIBILITIES

  1. Quality Project Management:
  2. Create and oversee the application of all required project management tools by staff members, including compliance-related tools;
  3. Develop and oversee timely implementation of detailed work plan to ensure activities are implemented in line with IRC's commitments made in writing and in project-wide meetings with the prime Contractor and other partners as in compliance with IRC, Abt, and USAID requirements;
  4. Oversee the development, adaptation, regular review and refining of the project's quality intervention methodology, in conjunction with the USAID IHP leadership, technical teams and HQ Technical Units.
  5. Develop and update budget spending plan and ensure compliance with budgetary and logistical requirements by IRC, Abt, and USAID;
  6. Ensure activities comply with the intervention strategy initially established and that they advance according to the defined work plan;
  7. Collaborate with the prime contractor on an accessible feedback/grievance mechanism, including a systematized timely response process and regularly review feedback from all stakeholders to inform program improvements through the program cycle, and ensure the functioning of the mechanism within IRC, including any necessary follow up of complaints of feedback by the relevant parties;
  8. Coordinate program with IRC logistics and finance to ensure timely delivery of quality programming;
  9. Coordinate program planning and implementation with other relevant USAIDIHP stakeholders, especially with the project's Chief of Party, Deputy Chief of Party, and Regional Directors, and focal points of other project partners.
  10. Team Supervision and Management:
  11. Hire, supervise and assess performance of the core project management team of the Contract Coordinator, the IHP Finance Lead, and the WASH, Nutriiton and Child Health, and Community Engagement Advisors;
  12. Coordinate the timely and adequate technical unit support from IRC's HQ technical units, as well as other management and compliance support, and constructively document any constraints or challenges;
  13. Proactively problem-solve quality issues, and implementation delays in coordination with the Country Director, the prime Contractor, and any relevant IRC HQ stakeholders.
  14. Contract Compliance and Oversight:
  15. Ensure overall compliance with IRC, Prime Contractor, and USAID requirements;
  16. Oversee timely delivery of project commitments according to project documents and agreed workplans, highlighting differences with contract documents in a timely manner;
  17. Propose timely and constructive solutions to any constraints or challenges that arise, maintaining constructive and respectful relationships between IRC and all project staff.
  18. Hold regular check-ins with relevant stakeholders for the Prime Contractor as well as other key consortium partners to ensure positive, constructive working relationships.
  19. M&E, Research & Knowledge Management:
  20. Contribute to and oversee the quality and timely donor reports using the Abt templates provided, in collaboration with the USAID IHP Contract Coordinator, IRC project Technical Advsiors, and IRC HQ Technical Units;
  21. Ensure an effective, efficient and high quality monitoring and evaluation system is established, compliant with the contract's M&E plan, in collaboration with the Prime Contractor, and, to the extent possible, respecting IRC's MFA (Monitoring for Action) standards;
  22. Ensure detailed documentation of the project's methodology, processes, learnings, costs and outcomes throughout the life time of the project;
  23. Serve as the focal point for operational research activities that IRC undertakes in collaboration with the Prime Contractor and relevant IRC HQ and in-country technical focal points.
  24. Program Representation:
  25. Develop and implement the program's overall communication and branding strategy in compliance with the Prime Contractor's and donor's communications and visibility policy on communication platforms, on visibility tools and digital content;
  26. Accurately represent the program, its activities and its strategy when dealing with donors., implementing partners, the press, public institutions or other third parties;
  27. Attend all relevant meetings concerning the program implementation, partner coordination, or program development; CANDIDATE'S PROFILE
  28. Holds a Master's degree in public health, economics, education, social or development sciences or can demonstrate equivalent practical work experience thereof;
  29. At least 10 years of professional experience working predominantly in field positions and with increasing responsibilities, including multi-million USD program planning and implementation, particularly with USAID funding;
  30. Demonstrated experience in managing large, complex programs, especially with focus on public health, nutrition, community engagement, and other community health activities;
  31. Demonstrated experience in supervising expatriate and national staff, and in mentoring of national staff and with strong commitment to staff capacity development;
  32. Demonstrated qualities of leadership, sensitivity to cultural setting, communication skills, commitment, and sound judgment, and a team-player especially with different organizations working in consortium;
  33. Aptitude to adapt to a different context regarding security, culture, climate or health issue, demonstrated by experience outside of country of origin;
  34. Demonstrated ability to organize, plan and prioritize work tasks, and to document in a clear and concise manner to promote good communication among multiple stakeholders;
  35. Excellent command of French and English;
  36. Willingness to travel at least 35% of time.

    SPECIFIC SECURITY SITUATION/HOUSING

    The security situation in several of the project areas in eastern D.R. Congo continues to be volatile in with the security level at 3 (orange). The candidate should be prepared to implement programming in insecure environments. This is a limited accompanied position. The IRC USAID IHPTeam Lead will live in individual housing.
