The RD Congo country program was established in 1996 and currently works for the integrated implementation of health, nutrition, environmental health (WASH), economic recovery and development and protection of women and empowerment programs in several provinces (North Kivu, South Kivu, Tanganyika)
POSITION OVERVIEW The Supply Chain Coordinator is a key position for the success and the delivery of quality programs. IRC defines the supply chain as the systems and support functions required for effective implementation of programs, including procurement, logistics, inventory management, property and asset management and the management of vehicles and fleet. The Supply Chain Coordinator is responsible for the design, planning, implementation and monitoring of supply chain activities, delivery of effective supply chain in DR Congo program compliance with IRC regulations, donors and in accordance with program objectives.
KEY RESPONSIBILITIES
- Supply Chain Planning The Supply Chain Coordinator is responsible for the planning of supply chain operations and supply chain planning development to support the implementation of the program and to coordinate closely with internal and external stakeholders . Supply Chain planning includes; procurement plans (PP), warehousing plans, transportation plans, staffing plans, distribution plans and training plans.
- ensure that procurement plans are developed and maintained for all active grants in collaboration with the coordinators / program managers.
- Ensure that the program team is developing a distribution plan for supplies and assets of grants closed in warehouses.
- Coordinate with supply chain staff in the field ensuring that there are enough places in warehouses before sending program supplies on field sites.
- Ensure training of supply chain staff and capacity building plans are developed and the related costs are within budget.
Ensure the supply chain service and staff is sufficient and that the roles and work responsibilities are clear.
Supply Management The Supply Chain Coordinator owns, manages and leads the IRC in procurement strategies, policies and procedures, the supply chain coordinator ensures that all the needs of program countries purchases are met in a timely manner and in compliance with the standards of the GSC.
Ensure compliance with IRC and donor's policies in the active purchase of programs supplies.
Ensure the revision, implementation and renewal of supply contracts in a timely manner (MPA / MSA)
Ensure the implementation of the SOP of the GSC in all offices of the DR Congo program.
Ensure that the monthly and quarterly reports in the supply chain are submitted on time.
Organize training sessions for procurement committees / tenders in offices for staff who are not from the supply chain, if deemed necessary.
Ensure that the history and performance of all suppliers / service providers, are filed and maintained in confidence in all offices.
Identify fraud and red flags for corruption and address in a timely manner.
Establish reasonable and appropriate lead-time for all program supplies procurement and delivery of goods to program sites.
Working with the supply chain personnel and procurement offices with field coordinators to ensure efficiency, consistency of supply chain structure in the country and the implementation of standardized operating policies.
Inventory Management The supply chain coordinator is responsible for the management and control of all inventory operations and warehouses in the country program and ensure that the management of inventory records and filing are as required by GSC .
Ensure the implementation of IRC inventory policies across IRC DR Congo offices.
Produce project end inventory reports in a timely.
Make regular visits to offices of the country at least twice a year and verify the implementation and compliance of the GSC procedures through the use of the supply chain assessment tool.
Asset Management The supply chain coordinator is responsible for the purchase, maintenance, preservation and recording of all assets of the IRC country program and equipment. The supply chain coordinator is responsible for all administrative, financial, capital and asset management operations in accordance with IRC rules and regulations and donors.
Ensure the implementation of asset management policies in all IRC DR Congo offices.
Asset maintenance and follow-up
Tracking disposal processes
Ensure that spot checks are carried out systematically documented and reported for all IRC assets, inventory and equipment at least once per month.
Vehicle Management The supply chain coordinator is responsible for the supervision and coordination of all the IRC Fleet and transport activities, ensuring that all operations of the IRC fleet are conducted with the adherence to IRC transport policies, including vehicle purchases, maintenance and reporting accuracy.
Ensure that all IRC vehicles are in good condition and well maintained
Ensure that all vehicles have an insurance in place
Ensure local fleet management policy is implemented and monitored by all in all IRC DR Congo offices.
Review the management and reporting of fuel consumption regularly.
Conduct a review of monthly reports and provide necessary support to the supply chain staff.
Compliance and Ethics The supply chain coordinator is responsible for the identification and risk analysis of compliance in the process of the supply chain, implement strong supply controls, identify red flags within supply chain, corrective action plans and internal and external audit and ensure that all supply chain activities are conducted in compliance and with ethics.
Learning and Development: The supply chain coordinator is responsible for the supervision of all learning and development initiatives of the supply chain personnel in the country and assess training needs, develop training plans for the supply chain staff.
Key working relations: The position reports directly to: Deputy Director of Operations - and Regional Supply Chain Director. The position directly supervises: supply chain managers in all offices in DR Congo
Other internal and / or external contacts: Internal: regular contact with headquarters, the staff of the regional and national supply chain at all levels, deputy director of operations, country directors, and deals with the leaders of DR Congo IRC programs. External: can serve as a representative of the IRC supply chain meetings outside, other non-governmental organizations participating in coordination meetings.
Requirements:
- Advanced level, minimum 5 years of progressive professional experience in the supply chain or equivalent experience.
- Success shown as the leader of the supply chain in all disciplines within the supply chain including planning, procurement and logistics
- Extensive knowledge and experience in supply chain strategies, market analysis techniques, procurement and contracts, vehicles and fleet management, inventory, property and asset management
- solid contributor and influencer effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures and organizational units
- Able to work effectively in a very complex structure
- Financial management skills and budgeting
- Excellent ability to training and coaching
- Fluency in French mandatory, the English spoken competence is recommended.
- Ability to travel in the offices of the country.
