Position Summary:
The CRCA Project Specialist acts as the key interface between CRCA’s leadership and project field personnel to ensure an effective and efficient flow of information between the capital offices and field offices on project planning and implementation. In addition, the CRCA project specialist handles special activities and information requests for the CoP.
Key Responsibilities:
Get to understand to a high level of details the project proposal, initial and annual implementation plans, MEL plan, award, EMMP, foundational research and baseline methodology and any other key programmatic document that may become available. The CRCA Project Specialist is expected to proactively and reactively explain the content of those documents to project field staff, and be able to independently identify discrepancies in field plans and activities with the content of those document, and to alert the CoP when this is the case;
Work with CRCA field-based personnel and partners individually and in small teams to ensure that they have access to key CRCA documents, understand them, own them, and are able to raise their questions and concerns about them;
Liaise closely with the CRCA CoP on a daily basis to help relay critical information between CRCA field personnel and the CoP, in both directions, with the objective of enhancing the speed and quality of CRCA’s programmatic planning and delivery;
Handle rapid requests from CoP for data collection, processing, analysis and presentation;
Establish, manage and maintain key project documents and ‘databases’ such as the lists and maps of CRCA communities and HF radios, and related information;
Facilitate the planning, preparation, writing-up and delivery of key project processes, such as:
With key IC operational support personnel:
IC’s support to HHI on key field processes such as the mid-term evaluation, end-line survey and final evaluation;
IC’s support to selected consultants/contractors for discrete research such as IR4 assessment, PEA/conflict analyses, etc.;
With protection program manager and CRCA program managers: Annual roll-out to communities with week-by-week detailed planning;
With the micro-project manager/livelihood specialist: ensure the inclusion of alternative livelihood strategies in the establishment of CAPs and network CAPs during CRCA field personnel missions;
Conferences, workshops, trainings and other events preparation and delivery.
Work with the Lead Analyst and field teams on the update of the CRCA field manual (for community visits) including working with APN and AWF on integration of conservation considerations, its translation, and personnel training on it.;
Support where needed the IC MEL Manager on critical work processes relevant to CRCA data collection requirements (for MELP, EMMP, reporting). This should be done in such a way that CRCA meets its requirements to USAID but does not substitute itself to HHI;
If and when the CRCA specialist for CAR position is vacant, the DRC CRCA Project Specialist will act as the all-of-CRCA Project Specialist and provide support to both the CoP and DCoP, and to both countries. The Two CRCA Project specialists are expected to coordinate with each other on their respective proposals for vacation and other events that make them less available to the Project (such as professional development, etc.) so that to the greatest extent possible one CRCA Project Specialist is always available to the Project. During those periods of time, the available CRCA Project Specialist will provide support to both countries;
Requirements:
Diploma in international affairs, international development, or similar
Three years of experience with an NGO
Excellent command of French and English + good writing skills
Experience coordinating with NGOs, CBOs and community groups is desired
Candidates with additional skills related to micro projects, livelihoods, conflict transformation and/or trauma healing will be positively considered, however none of those skills are a requirement for the position
Demonstrated success in holding tight deadlines and operating under pressure
Ability to travel and to live in environments with only basic comfort
Comfortability operating in conflict and post-conflict areas
Desirable: An understanding of the dynamics and challenges of operating in northeastern DRC
Good command of MS Word, Powerpoint, Excel and general computing skills. An above average ability to produce, process and use data sets is desired **
