We are looking for a Program Quality Adviser for DR Congo !
NRC has been present in DR Congo since 2001 and currently runs operations in the eastern provinces of North & South Kivu, Province Orientale and Kasai, with offices in Goma, Bukavu, Beni, Bunia and Kananga. The budget for 2018 is USD 29 mill. The DR Congo operation responds to populations affected by conflict and displacement. We reached 592 420 individuals in 2017 with education, food security, ICLA, WASH/shelter and emergency response
The Program Quality Adviser reports to the Head of Programme.
Job description
Assess and support the teams in the program implementation, with regard to program quality ,considering the project management cycle and developed SOPs.
Assess and investigate issues of non-compliance in the response
Produce monthly/quarterly reports on lessons learned, recommendations and action plan for the country compliance program
Ensure that NRC program and support personnel are trained on risks, ethics and compliance for the smooth implementation of activities.
Establish tools and SOPs to be integrated to the current SOPs, for better implementation of the compliance program in all sectors of activities in DR Congo
Lead investigations and site visits for identification of gaps and incoherencies
Qualifications
Minimum of 5 years of humanitarian management experience
Relevant experience in the control and support of implementation of program in emergency settings
Knowledge of organisational culture, and cultural change
Experience from managing complex organisational development projects
Professional knowledge of compliance management
Fluency in French and English. Swahili is a plus.

Salary/benefits: According to NRC’s general directions and free housing of moderate standard.

Duty station: Goma with 80% travels. Goma is a non-family posting. International staff members are required to live in joint accommodation.
