Background: Invisible Children has recently undergone a period of growth following the award of a large US government cooperative agreement and US government grant to address resiliency in communities affected by conflict and instability in central Africa, specifically in areas of southeastern Central African Republic (CAR) and northeastern Democratic Republic of Congo (DRC). These activities directly build upon Invisible Children’s solid understanding of the operating context, born from a decade of resiliency-focused programmatic experience across the region and long-standing relationships with a range of stakeholders. In recent years, Invisible Children has been enhancing its policies and procedures to ensure it is effectively executing its program in central Africa while ensuring full compliance with new donor requirements.
The purpose of this consultancy is to assist in pro-actively addressing practical operational development needs, specifically as they relate to US government donor requirements, finance, logistics, and administration, with the aim of increasing the operational capacity of the Invisible Children management team.
Scope of Services included:
· Assist in refining the financial, logistics, and administrative policies and procedures for the new fiscal year, by providing input and feedback from field office assessments and internal audits.
· Assist in reviewing and preparing procurement, logistics, HR, and finance files to ensure that they are accessible and compliant with the organizations donor policies.
· Work with the procurement, logistics, asset management, finance and administration management teams to identify challenges and employ corrective action as needed to ensure the organization maintains the most effective and compliant operational environment.
· Contribute to the ongoing training and capacity building of Invisible Children staff to reinforce revised policies and procedures, employing key field management staff in the process.
· Perform other high-priority operations, finance, and administration projects as determined by the Senior OFA or alternatively CFOO.
Requirements:
The following is required of the consultant:
· At least 5 years’ experience in implementing operational systems: logistics, administration, procurement, and HR for humanitarian or development organizations; experience with INGOs strongly preferred;
· Experience in conducting internal audits or working directly for an audit firm (preferably for INGOs) preferred;
· Experience with USAID-funded projects strongly preferred;
· Fluency in French and English;
· A strong ability to quickly understand an organization, a project, and local context to produce recommendations and documents that are realistic on that basis;
· An ability to train and coach staff on procedures and operating systems;
· Ability to work well in a team in multi-cultural situations and under difficult field conditions; and
· Willingness to travel to remote regions of Central African Republic and Democratic Republic of Congo, with modest living accommodations, for between three to six weeks at a time, anticipating at minimum half of the consultancy being executed from these locations.
