Scope of Work Title: Gap Analysis for IMAGINE Programme on GIS.

Indicative Start Date 22nd September 2015

Anticipated Duration of Consultancy: Initial 2 Weeks (subject to consultant's proposition and subsequent negotiation) - to be potentially renewed on a retainer basis according to need and availability of consultant.

Basis of Fee: The consultant is to submit a total lump sum for the completion of the below deliverables in USD. As part of the completion of these work-packages, the consultant is expected to spend at least 10 working days in DRC.

Deliverable Packages:

1 Supporting the Mercy Corps DRC GIS Officer to further her skills on using ARC-GIS - particularly regarding the integration of open source data 2 Conduct a 2 day workshop on Arc-GIS for M&E staff. 3 Make recommendations to Mercy Corps on how GIS could be best used to support its programmes and recommend any software or hardware that we should look to procure. .

Activities Anticipated:

As part of the conduct of Gap Analysis activities, remotely the consultant will be expected to:

  • Interview the relevant Mercy Corps M&E staff to better understand existing GIS capacities and weaknesses of Mercy Corps DRC, IMAGINE team.
  • Develop a workshop and capacity support plan in light of findings from interviews for both GIS Officer and M&E staff

Then, on arrival in country, the consultant will be expected to:

  • Provide bespoke support to the GIS Officer to increase her level of skill using ARC-Map and ARC-GIS.
  • Conduct a workshop with up to 5 M&E staff on Arc-GIS and ARC-Map including use of ARC-GIS online. Objectives of this training should be on how to make a basic map, delineate administrative boundaries and create them if they don't already exist, plot and edit representational GPS points.
  • Provide recommendations on how GPS could help further the objectives of the IMAGINE programme (through a report and presentation to staff) and make recommendations on any hardware or software to be procured.

Management Relationships:

The GIS consultant will report to the M&E delivery manager for Mercy Corps IMAGINE Programme[1] - and will work with staff in the Design, Monitoring, Evaluation and Learning Department.

Information and Services Provided by Mercy Corps:

For the duration of their consultancy, the consultant(s) will be provided with:

  • Flights to and from Kigali and return Taxi from to Goma
  • All visa costs for deployment to Rwanda and DRC (reimbursable - consultant must advance these costs).
  • All hotel accommodation required in Rwanda/DRC and/or accommodation in Mercy Corps expat guest house.
  • Internet through mobile broadband up to a value of 5$ per day - if internet is not already available in hotel or guest house.
  • Two Mercy Corps computers will have ARC GIS version 10 for Desktop installed that can be used for training. However, the consultant will be expected to have ARC-GIS for Desktop installed on his/her own computer.
  • Venue for workshop and presentation.

Qualifications and experience required

The consultant must demonstrate that he/she:

  • Can speak either French or Ki-Swahili fluently, in addition to English.
  • Have at least 2 years' experience producing GIS products for the humanitarian and development sector - preferably in WASH.
  • Have a post-graduate or graduate qualification linked to GIS.
  • Have experience of similar short-term consultancies providing capacity building support on GIS.

Consultants will not be able to charge for working on weekends (Saturday/Sunday) - except in exceptional circumstances and on request and with formal approval of Mercy Corps - but will be provided with a 40$ per day per-diem that will be provided also during the weekend.

Selection criteria

Candidates for the consultancy will be selected according to the following criteria:

Relevant technical qualifications and experience for the tasks to be performed 20

Relevant experience of similar assignments in challenging political/operational environments. 20
