We are recruiting Shelter Program Development Manager for DR Congo !
NRC has been present in DR Congo since 2001 and currently runs operations in the eastern provinces of North & South Kivu, Province Orientale and Kasai, with offices in Goma, Bukavu, Beni, Bunia and Kananga. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responds to populations affected by conflict and displacement. We reached 381.342 individuals in 2016 with education, food security, ICLA, WASH/shelter and emergency response.
Job description
Develop shelter strategy, technical SOPs / guidelines and Macro LFAs
Compliance and adherence to NRC policies, shelter tools, handbooks and guidelines
Responsible of development and manage funding proposal, project budgets and donor reports
Overall management of project staff
Coordinate and manage shelter project implementation in line with proposals, strategies and donor requirements
Ensure capacity building of project staff and transfer key skills; Organise and train NRC personnel on rules and tools for Shelter
Liaison and collaborate with relevant local and national authorities and stakeholders, and represent NRC in relevant forums/cluster/working groups.
Manage all the shelter projects in country in the startup period of the core competency
Develop with the other core competencies a strong program supporting durable solution
Develop the shelter and wash response in emergency settings building on a community approach.
Qualifications
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Technical shelter expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French and English, both written and verbal
Knowledge of the context in DR Congo
Experience with working on durable solution
Experience with emergency setup
Personal qualities

Managing performance and development

Handling insecure environments

Duration: 12 months, dependent on funding
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 9
Duty station: Bukavu with 70 % travels. Bukavu is a non-family posting. International staff members are required to live in joint accommodation.
