BACKGROUND:

Oxfam is committed to improving emergency response times and preparedness, and increasing impact by strengthening the effectiveness and accountability of our humanitarian work.

The Democratic Republic of the Congo war has resulted in one of the world’s worst humanitarian crisis with over 2 million displaced persons scattered throughout the country. An estimated 2.5 million people have died as a result of the war, many of them through preventable diseases. The crumbling state infrastructure in health and other sectors has been completely unable to cope. Oxfam GB’s programme has been looking at enhancing policy changes at national, regional and international levels to maximise its impact on suffering in the DRC, especially in relation to displaced and vulnerable populations while responding to humanitarian crisis on the ground level, mainly targeting

Oxfam GB has been present in the DRC for more than 40 years and its programmes have aimed at assisting vulnerable people with public health needs focusing on education, water, sanitation and hygiene. Oxfam is one of the few NGOs having kept a presence in both government and rebel held territories throughout the duration of the recent war.

The Emergence Response activities are life saving. Oxfam GB’s approach involves mainstreaming of gender and protection. The ER programme is concentrated in the East of DRC which is manifested by conflicts that is Province Oriental, North Kivu, South Kivu and Katanga. Currently the DRC government has put in place operation to clean up external armed groups and this may contribute to mass population movements in addition to the existing IDPs. Though currently Oxfam is responding in North Kivu and Province Oriental, project areas can change depending on where the humanitarian crisis is.

MAIN RESPONSABILITIES :

DRR PROGRAMME IMPLEMENTATION AND MONITORING:

Responsible for the implementation, monitoring and overall supervision of the DRR programme in a successful, timely and high - quality manner; Ensuring programme implementation through results-based management; Ensures good coordination and communication amongst the team members implementing different activities; Responsible for defining and implementing realistic and consistent work plans established in consultation with the programme team; Responsible for the proper monitoring and achievement of DRR programme results and objectives; responsible for ensuring that donor's requirements are met during the programme execution; Responsible for drafting good quality programme reports; Communicating and coordinating with its counterparts Programme Managers (PM) in the other two countries and with the regional DRR Program Coordinator; Liaising with partners and humanitarian actors (including local institutions) involved in the programme, encouraging their involvement, building their capacity, ensuring sharing of information and transparency; Contributing to multi-country reflections on programme coherence led by the Regional Coordinator; Designing and monitoring partner-level agreements, and monitoring their implementation through the establishment of constructive relationships with those partners; Ensuring crosscutting issues (gender, protection, HIV/Aids and accountability) are incorporated into programme design implementation; Contributing to learning amongst Oxfam's programmes in Burundi, Tanzania and the DRC, sharing with the Regional Coordinator the best practices and learning materials of the programme.

THEMATIC DRR FRAMEWORK:

Contributing strategic analysis and advice on DRR at national level; Actively participating in DRR platforms, coordination spaces and events; Contributing to the development of emergency response strategies helping communities and governments to be better prepared for disasters in the region; Actively engaging in new DRR and emergency response projects drafting and implementation.

RESOURCES MANAGEMENT:

Attracting, motivating and retaining programme staff, valuing individual and team capabilities, creating a good work environment and managing staffs’ performance; Ensuring a healthy and safe working environment; Ensuring sound programme financial management including regular and timely narrative and financial reporting against objectives and budgets, typically by setting up adequate management arrangements; Responsible for Beni Oxfam compound management; Ensuring regular, timely and proper resources planning involving all departments (programme, logistics, finance, HR) through Oxfam standard tools and procedures and donor’s regulations; Reviewing regularly programme achievements versus resources available and suggesting corrective measures when needed.

SAFETY AND SECURITY MANAGEMENT:

Act as security responsible for programmes in the Grand Nord Kivu; Ensuring staff safety, security and evacuation (medical/security) procedures are drawn up, implemented, revised and updated; Maintaining and developing a network of contacts to have timely context – related information.

The Person

To achieve this you will need to have at least At least a proven experience of Field Management; Proved knowledge and technical skills on DRR and resilience; Strong knowledge and ability to apply Core Humanitarian Standards; Commitment to Oxfam’s procedures standards, vision and mission; Demonstrable knowledge and experience in results-based project management or program management and team management; Experience in the development and execution of projects or programs related to DRR and resilience; Ability to engage in a dialogue and to bring together local actors and work with them; Knowledge and experience in integrating disaster risk reduction into humanitarian or development programs; Proven numeracy and financial management skills; Demonstrable understanding of and commitment to gender equity issues; Adaptable and flexible; High level of self-awareness, and excellent stress- and self-management; Ability to take initiative and make decisions in fast moving environments; Proved experience in security and safety management in conflict areas; Excellent team spirit and ability to establish good work relations; Good knowledge of French spoken and written, English desired.
