About the role: This is a 12 month, new role with unaccompanied terms based in Mwene Ditu, Lomami province, with a salary of €34,106 to €37,895.

The Emergency Programme Manager (EPM) will oversee the implementation, management and development of Concern’s emergency response programme in Lomami and Kasai Oriental provinces, focused on gender and protection, food security and livelihoods, and multi-sectoral cash-based interventions.

The EPM will report to the Emergency Coordinator, work closely with the Area Coordinator and Programmes Director, and will manage the emergency programme team in Lomami and Kasai Oriental.

We would like the EPM to start on 1st April 2018.

This role is subject to the approval of funding.

Your purpose:

The Emergency Programme Manager is responsible for the overall management, implementation and development of Concern’s multi-sectoral emergency programme.

You will be responsible for:

Main Duties & Responsibilities:

Programme Quality

  • Oversee the planning, implementation and monitoring and evaluation of Concern’s emergency programme in consultation with the Emergency Coordinator and Area Coordinator, ensuring programme quality adheres to Concern and international standards.

  • Ensure mainstreaming of a gender-sensitive and protection-oriented approach into all programme activities, in particular while working around culturally sensitive and difficult topics (gender-based violence, transactional sex, sexually transmitted diseases) with groups of women, men, girls and boys.

  • Ensure that programme strategy is regularly reviewed according to the humanitarian situation on the ground and timely communicated internally and with donors.

  • Co-lead planning and review of the implementation strategy with the Emergency Coordinator for each programme sector (cash transfers, gender equality including a component using the engaging men and boys approach, life skills trainings, agricultural trainings and inputs provision, road rehabilitation through food for work, WASH etc.).

  • Lead and participate in emergency assessments and, as appropriate, develop plans for expansion in consultation with line management.

  • Ensure that crosscutting themes including accountability, equality, gender, protection and rights-based approaches are mainstreamed in the programme.

  • Ensure community participation, sensitisation and collaboration in programme activities.

  • Establish and manage the programme Complaints Response Mechanism and ensure analysis of and learning from complaint information.

Donor Compliance

  • Ensure that donor proposals, budgets and reports are of high quality, up to date and delivered in a timely manner in accordance with Concern policies/procedures and donor requirements.

  • Ensure that donor strategy, donor guidelines, formats and processes are understood and adhered to within programme implementation and procurement.

Representation

  • Ensure networking and coordination with local Government authorities, other NGOs, and UN at field and provincial level in Lomami and Kasai Oriental.

  • Represent Concern to donors, clusters and other coordination fora as required.

Human Resources

  • Identify project staff needs, ensuring that job descriptions are developed, properly qualified staff are recruited, inducted and trained as per the needs of the programme and organisation.

  • Manage the Programme Team with particular emphasis on capacity building of staff through mentoring, training, and ensuring all staff have up to date job descriptions and Performance Development Reviews (PDR) as per policy.

  • Ensure that all staff are provided with the necessary support and advice to carry out their duties particularly as they relate to emergency preparedness and response.

Communications/Reporting

  • Ensure that situation reports, i.e. security, personnel, programme activities, etc. are produced to a high standard and in a timely manner.

  • Maximise visibility & facilitate external (donor, UN, head office, consultants, etc.) visits to the field.

Finance, Admin and Logistics

  • Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with Concern financial procedures and donor requirements.

  • Oversee activities related to cash management and ensure cash transactions and management are in line with Concern procedures.

  • Coordinate the day-to-day management of logistics, administration and human resource needs for programme implementation in line with organizational policy and best practice.

  • Provide programme input to longer-term planning within logs, admin and HR functions.

Security and Representation

  • In collaboration with the Security Focal Group and AC, undertake analysis of security incidents and trends in the zones of intervention and surrounding areas, ensuring that line management is regularly briefed on the security situation and advise in relation to adaptation of workplans /movement plans as necessary.

  • Participate in the revision of Standard Operating Procedures (SOPs) and other security related duties when necessary.

Other Duties

  • Participate in country-level strategic planning initiatives and other duties as determined by line management.

  • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.

Your skills and experience will include:

Essential:

  • A relevant degree in a related field (Gender Studies, Humanitarian Aid, international development, food security, etc.) is essential, together with some theoretical knowledge of the principles and practices of organisational management, emergency preparedness and response.
  • Significant experience of working in Gender and Protection sectors, using the rights-based approach
  • At least two years’ experience of working in development/emergencies
  • Team Management Experience
  • Security Management Skills and Experience
  • Experience of managing a multi-sectoral programmes
  • Strong experience of cash transfers in emergency contexts and market-based approaches
  • Demonstrable experience related to equality and gender in a humanitarian context and specific skills and knowledge of gender analysis and incorporation of issues of engaging men and boys into programmes
  • Proposal and report writing skills
  • Experience of working in an insecure environment
  • Strong French and English language ability
  • Flexibility and the ability to direct a multi-cultural team
  • Demonstrable interpersonal and communication skills
  • Good organisation, planning and management skills
  • Ability to work under pressure

Desirable:

  • Knowledge/experience of protection issues

  • Knowledge of Monitoring and Evaluation (M&E)

  • Knowledge of HF/VHF radio systems
