Evaluation Team Leader (Sector: Food Security, Region: Eastern Democratic Republic of Congo):
The Mitchell Group seeks to fill a 7-month Evaluation Team Leader position for a project proposal under FFP/Washington and USAID/DRC. The purpose of the project is to conduct a joint final performance evaluation of the three DFAPs to assess program results; identify major barriers to achieving expected results; and document best practices, strengths, weaknesses, and constraints to sustaining program achievements. Evaluation findings will inform the design and implementation of follow-on activities. Current programs below.
· Mercy Corps RISE Program
· ADRA International JENGA JAMAA II Program
· Food for the Hungry Tuendelee Pamoja Program
The team leader will be responsible for coordinating all evaluation activities, supervising the team, meeting all specified objectives, evaluating and monitoring systems, collaborating with each partner, presenting the evaluation results, and submitting drafts and final reports according to the defined timeline. The evaluation team leader will be responsible for the following:
• Organize and lead the overall evaluation;
• Assure a thorough review and analysis of available secondary data by the appropriate team member(s);
• Lead the selection of a purposively- selected sample of implementation sites and outputs for primary data collection;
• Assure an evaluation plan that includes adequate triangulation and validation of findings in all sectors;
• Lead the collection and analyses of primary and secondary data;
• Assure that 1) final report presentation is logical and presented in a way that clearly separates findings, conclusions, and recommendations in different sections of the report, and 2) all findings, conclusions and recommendations are based on evidence presented in the report;
• Liaise on the part of the evaluation team with the implementing partners and USAID.
Required Experience:
• Demonstrated experience in evaluation using mixed methods of investigation (qualitative and quantitative) in developing countries.
• Knowledge in the conceptual framework of food security and experience evaluating food security programming is highly desirable.
• Excellent English writing skills and excellent English and French speaking ability are required.
• Prior experience working in DRC and/or the Great Lakes region is preferred.
Education:
• The Team Leader must have a college degree in a field relevant to evaluation (e.g., program evaluation, statistics, anthropology, applied research, organizational development, sociology, or organizational change) or an evaluation professional continuing-education level.
• 15 years of experience in managing food security evaluations (or similar) may be substituted for a college degree.
