The Danish Refugee Council (DRC) is currently looking for a highly qualified and experienced Project Manager to run a camp management and legal protection project based in Aru, Ituri province, in the Democratic Republic of Congo (DR Congo). The ideal candidate will have significant experience managing projects in complex contexts, excellent financial and remote staff management capacity, and a strong and proven track record working with refugees and/or displaced persons. He/she will have a strong ability to design and oversee implementation of programming to meet the immediate and medium-term needs of conflict-affected displaced people.

About DRC

The Danish Refugee Council (DRC) has been present in DR Congo since 2009 with its country office in Goma. Current interventions focus on protection and emergency response in the Beni region in North Kivu targeting both internally displaced and host communities. The protection activities include community protection, empowerment of women and youth, and child protection and education. Current donors include ECHO, Swiss Development Cooperation, UNICEF-RRMP and own funding. Presently, the program employs 4 international staff and 54 national staff.

About the job

  • Geographical Scope of the position: Ituri province: Aru territory (Biringi site), Haut Uele province: Faradje territory (Meri) and Dungu territory (Kaka 1 and 2)

  • Overall purpose of the role: The Project Manager will implement DRC’s UNHCR-funded camp management and legal protection project in Ituri and Haut Uele province DR Congo targeting South Sudanese refugees residing in four sites, in close collaboration with the Programme Coordinator.

  • The Project Manager will be responsible for: quality control, monitoring and managerial oversight over the project which covers the following activities: Monitoring and documentation of population movements (arrival and return of refugees); Collecting and consolidating multisector needs data; Registering sectoral committees; Monitoring and assisting the community support mechanisms; coordination of information, legal advice and assistance for those planning to return to their country of origin; Facilitating access to administrative documentation; Providing legal assistance to refugees; Providing for identification, documentation, tracing, and reunification (IDTR) of unaccompanied and separated children; Providing direct assistance to the most vulnerable; Monitoring incidences of rights violations in both the sites and host communities; Conducting advocacy to improve the response

Main duties and Responsibilities of the role

1.Project Management and Implementation

  • Coordinate, plan and monitor project activities
  • Ensure the highest quality of the interventions, and the coherence between the project’s sectors in the four sites, according to the overall strategy
  • Take leadership of the project in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donor, government counterparts, and coordination mechanisms in the sites
  • Formalize and develop project related operational tools and training modules
  • Provide input for monthly, quarterly and annual donor reports
  • Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements.

2. Program development and strategy

  • Representation of DRC and active participation in sectoral and relevant sub sectors/working groups
  • Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs
  • Drive the development and growth of the relevant programs based on lessons learned and best practices within the DRC program objectives and feed into country-wide strategy development

  2. Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives and strengthen the effort to document the impact of activities

  3. Ensure compliance with donor and DRC policies and regulations, including for procurement, visibility, human resource and financial management

4. People Management

  • Lead and manage project staff members including coaching, ensuring coordination, recruitment, performance evaluation and capacity development

About you - To be successful in this role we expect you to have the following qualifications, experience and skills

  • Relevant educational background (MA in humanitarian action, agriculture, political science, sociology, social work, human rights, law)
  • Languages: Fluent French (written and spoken) and Good level of English (written and spoken)
  • Minimum 3 years’ experience in project management in an INGO or UN agency
  • Experience in camp management, protection monitoring, and legal assistance
  • Technical knowledge and significant experience working in volatile and insecure conflict-affected displacement contexts
  • Proven experience with and good knowledge of donors including UNHCR, ECHO, DFID, USAID, SDC
  • Demonstrated capacities in leadership, initiative, communication, coordination and in working in a multicultural staffing context Familiarity with Project Cycle Management
  • Demonstrated record in collaborating, networking and negotiating with authorities, UN agencies, donors and other NGOs
  • Excellent and proven writing skills
  • Good analytical and problem solving skills
  • Good level of IT literacy and an understanding of how new technologies can be practically applied to achieve results
  • Ability to work independently and under pressure in a remote environment
  • Experience in an African context; Previous experience in DR Congo is an advantage

Conditions - We offer

  • Contract length: 1 year
  • Start date: A soon as possible

  • Duty Station: DR Congo, Aru, Ituri Province, with frequent travel to field sites (50% - 75%)
  • Designation of Duty Station: Non-Family duty Station – Unaccompanied position
