Peacebuilding Portfolio Manager (expatriate or national staff plus position)

Base Salary: COMPETITIVE with additional benefits (housing and relocation allowance, international medical coverage, pension, R&R, etc.)

Based in: Bukavu, DRC with frequent travels to Goma (2nd office) and to the field whenever necessary

We are looking for an exceptional candidate to join our DRC team, Alert’s largest country programme. This is for the Peacebuilding Portfolio Manager position, which is a senior management position within Alert’s DRC programme and reports directly to the Country Manager.

The Peacebuilding Portfolio Manager supervises all Alert projects in DRC (currently 5) and gives technical guidance and support and has direct line management responsibility for 5 Project Managers and 1 M&E Manager. Alert’s current portfolio includes two Stabilisation projects in North and South Kivu in collaboration with the Congolese Government and the MONUSCO, one youth empowerment project in Itombwe, South Kivu, one regional small cross-border trade and political empowerment project for women (DRC, Rwanda, Burundi) and one conflict analysis/ research project in North and South Kivu.

You will be responsible for the timely and effective implementation, planning, strong monitoring and evaluation and reporting of all current project activities in DRC. You will ensure the coordination, synergy and cross-project learning across the DRC project portfolio and complementarity with other country programs in the Great Lakes region as well as with London-based departments. In collaboration with the Country Manager, you are expected to lead the development of new programming initiatives – including fundraising and identification of new partners. You represent Alert in Bukavu and are responsible for nurturing a close collaboration and relationship with government authorities, the donor, civil society and other external stakeholders.

Essential qualifications include extensive experienceof supervising, supporting and monitoring large and complex peacebuilding or development programmes in the DRC or in a similar context. Substantial NGO project management experience, including responsibility for contract management and donor relations, and proven experience of managing many staff is a must. Furthermore, we are looking for proven experience in peacebuilding/ conflict transformation and familiarity with gender- and conflict-sensitive approaches. In addition, experience of developing donor proposals and nurturing constructive relationships with local partners (governmental and non-governmental) is essential as well as an excellent working knowledge (spoken and written) of both French and English.
