Job Description

SCOPE OF WORK: The Emergency Field Coordinator will provide overall operational and programmatic coordination support for all Kasai Response opportunities and projects. Emergency Field Coordinator will work in close coordination and cooperation with the DRC country program team including specifically the Grants Coordinator, DDP, DDO, Finance Controller, and Country Director as well as lead the response team deployed in country to support the Kasai response. The Emergency Field Coordinator will ensure smooth and effective communication and coordination between the country program and ERT staff supporting the Kasai response.

The Emergency Field Coordinator will report to the Country Director.

Responsibilities:

General Tasks

  • Assume overall oversight of Kasai emergency response in collaboration with the Country Director and other relevant CO SMT members.
  • Lead development of relevant budgets, aligned with the Response Strategy objectives, for multiple sites and multiple sectors where appropriate. S/he will take overall leadership on the implementation of the response national level budgets, while keeping relevant stakeholders informed and ensuring any corrective actions are taken where required.
  • In coordination with relevant SMT level members from both the response and CO teams, s/he will ensure the preparation of timely program delivery and support timely submission of donor reports on project activities in compliance with internal IRC requirements and any relevant external donor requirements.
  • Support development and implementation of project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring.
  • Support the development of Phase 2 of the Kasai Respsone Strategy to support funding opportunities for FY2018 and beyond.
  • Oversee effective functioning of supply chain systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level.
  • Facilitate, as necessary, alternative processes to advance operational and programming needs.
  • Ensure strong accountability to beneficiaries

Representation

  • Regularly undertake high level representation and advocacy with government partners and officials as well as donor representatives. Establish systems for communication with local government partners, relevant line departments and community representations in the project area(s).
  • Represent IRC's emergency response on a provincial, and when request national, level to donors, the media and members of the humanitarian community.
  • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums.

Grants Management

  • Provide general grant support for the Kasai response such as leading concept note & proposal finalization, when necessary leading grant opening and review and meetings, reporting, etc
  • At the end of the assignment, ensure a complete handover for reporting and audit purposes to the CP

Human Resources

  • Support ERT and country program staff in regards to all recruitments carried out for the Kasai response
  • Ensure new arrivals receive a proper orientation to the IRC and its response in the Kasai
  • Support to all HR policies and regulations are respected in regards to HR (recruitment, contracts, disclipinary actions, etc)
  • Plan, identify and resource appropriate and effective structure & staffing needs for entire response; In liaison with the HR Coordinator ensuring that personnel policies are in accordance with national laws)

Budgets

  • Support in monitoring budgets, for the existing projects, and those to be launched.
  • Help the Finance Controller to prepare budgets for concept notes and proposals when required.
  • Ensure financial compliance with national and regional systems and best practices

Security

  • Ensure optimal safety and security management procedures and practices are in place for the emergency response program - in Kananga and across all intervention sites - and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Director and, when necessary, RSSA for Great Lakes region.
  • Network with security focal points for other huminatarian actors in Kasai and further develop network with local communities and local leadership with knowledge of local context and security challenges.

Other Duties

  • Perform other duties as may be assigned by DRC country program management
