Background
DRC is one of the largest, poorest, and most complex countries in Africa, and protection problems across the conflict ridden east of DRC are acute – including in more transitional areas where those who ought to protect are too often amongst the aggressors. Oxfam’s DRC programme is one of our biggest, including WASH, food security and protection emergency aid;
DIMENSIONS:**
We are looking to recruit an experienced candidate to participate in an innovative and exciting multi agency and national government WASH consortium in DRC.
This role provides management of the SWIFT project for Oxfam as the lead agency in the multi million pound Results Fund implementation in DRC in coordination with operational country staff, partners’ agencies and Government Departments.
Working with teams to follow up on the implementation plan, identifying gaps and challenges and providing solution.
The role will:
Coordinate the implementation of the project and monitor field activities across the Kivu’s; Ensure adequate management of financial, logistical and program materials at the project level; Ensure consistency of interventions between the provinces and working with the WASH coordinator and MEAL coordinator capture lessons learnt; Conduct ongoing evaluation of the actions taken and propose corrective measures if necessary; Consolidate and validate monthly narrative and financial reports sent by teams provincial programs; Make sure the Results fund programme is implemented in accordance with the requirements ( wash standard: sphere, UNHCR, ECHO,...) and criteria established within the programme and working to increase the accountability; Technical support to the field team to improve the quality of engineering related to WASH and Hygiene Promotion and Sanitation: Activities Planning, designing wat/San facilities, ordering appropriate materials and equipment…; Coordinate the implementation of monitoring and evaluation assessments of the programme in conjunction with the MEAL coordinator; Promote the sharing of experiences and learning achievement between the provinces of implementation of the program by OXFAM and Tearfund; Organise and facilitate workshops, coordination meetings of the programme and operational teams; Produce programme communications for internal and external use; Working with the MEAL advisor establish monitoring systems; Capture and report on lessons learnt with the WASH Coordinator for use in national Meetings; To ensure that effective liaison with other agencies permits effective and collaborative approach; Represent Oxfam at the various coordination forums at a local level and ensuring compatibility with overall commitments and policy/program priorities; In collaboration with SWIFT consortium coordinator, provincial and national wash coordinator , assess training need and plan for capacity building; Train and brief Oxfam staff and partners on Public health Engineering issues related to the SWIFT project.
The Person
To achieve this you will need to have Previous project management experience; Excellent analytical and critical thinking ability and experience of high-level strategic discussions; Over 2 years experience of managing WASH programmes; Experience working on development programmes in the region on similar work; Track record of M&E work and documentation of knowledge; Track record of high performance and ability to deliver in high pressure environments; Understanding of gender in development and in conflict; Experience of working with UN agencies, government bodies and ability to build coalitions and gain consensus; Strong interpersonal skills including good team work; Excellent written and verbal communication skills to motivate, influence and negotiate both internally and externally, strong English and French skills; Sympathy with the aim of Oxfam to end poverty and suffering; Experience of capacity building and working effectively with civil society in African contexts (D); Experience of heading up a consortium; Wash Engineering back ground
