****BACKGROUND****

International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Program Coordinator**** in Democratic Republic of Congo.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

International Medical Corps has been operating in the Democratic Republic of Congo since 2002. It is one of the leading organizations providing primary and reproductive health and protection program in difficult to reach areas in North and South Kivu provinces in Eastern DRC. International Medical Corps’ health program provides free primary and reproductive health care through providing of medicines and medical supplies, rehabilitation of health facilities, construction of maternities, building of health care facilities in a view to improve the quality of care provided in supported health facilities. The Sexual and Gender Based Violence prevention program works with different community change agents to promote long lasting behavior change in attitudes and behavior towards sexual and gender based violence. International Medical Corps is operational in eight health zones in North (6) and South (2) Kivu provinces and has programs funded by OFDA, USAID, Bill and Melinda Gates, ELRHA and other private donors.

****JOB SUMMARY****

The primary function of the Program Coordinator includes supporting the Country Director in the planning, design, implementation, supervision, expansion/development and administration of overall country programs.
The Program Coordinator's prime responsibilities are to work collaboratively with the program, Finance and logistics teams to identify new funding opportunities, develop new proposals, writing reports and ensure that all donor requirements are met. The program Coordinator will have the main responsibilities to ensure a proper communication system within International Medical Corps DRC. He/she will be in charge of monitoring and evaluation of all IMC DRC development and humanitarian projects

****ESSENTIAL DUTIES AND RESPONSIBILITIES****

Program Development and Management
• Coordinate proposal developments with management, program, finance and logistics departments to yield timely and quality submissions.
• Complete Project proposal development & revisions including; issuing and management of timelines and development processes, writing and editing, review and liaison with the technical units for reviews.
• Carry out research and analysis of donor strategies and share with staff for prepositioning of concept notes.
• Work closely with the country director, senior management and field teams to determine the operational needs of the program within the scope of the grants
• Analyze data gathered and propose alternative strategies of program implementation
• Compile monthly and quarterly reports, ensuring statistics are correct and on time.
• Work with the health teams to design and implement a reporting system to monitor and evaluate the objectives, indicators and outcomes of the country programs as well as trends in mortality and morbidity
• Conduct assessments and contribute to production of proposals for new projects
• Work with field teams and logistics to procure program supplies within program budgets
• Regularly update country office on progression of programs as per protocol
• Compile program and donor reports and assists with development of future programs as needed
• Liaise closely with local authorities, donor and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts
• Maintain flexibility to take on added responsibility as and when needed
Documentation
• Develop reporting database for each project that will be used to monitor report submission deadlines and share the data base with program department to ensure all reports are submitted within donor deadlines
• Liaise with program department to develop project reports; donor reports / survey reports / case studies / evaluation reports / ad hoc reports / success stories / fact-sheets.
• Ensure reports produced for sharing with Government, partners, donors and internal IMC management are of high quality. This will involve editing, translation and possible writing of actual reports.
• Develop and produce pamphlets and newsletters in both French and English which will be used to communicate IMC program achievements, best practices and lessons learn;
• Assist program staff in developing presentations on International Medical Corps projects to for the donor community.
• Implement a systematic way of documenting and disseminating lessons learned and help increase organizational knowledge and improve future interventions.
Monitoring and Evaluation
• Support implementation of International Medical Corps’ monitoring and evaluation system as required, including ensuring compliance and alignment with national and global International Medical Corps requirements;
• Provide technical support to the M&E Manager in development and implementation of M&E frame work and tools to measure progress and impact;
• Provide evidence that International Medical Corps’ projects is consistent with the project objectives and outcomes;
• Build the capacity of International Medical Corps’ M&E team on M&E standards, approaches and tools.
• In collaboration with the M&E manager, ensure that project centrally located data base is functional, updated, aligned with national databases, and that data is compiled / analyzed for timely reporting on the project targets as required.
• Assist in organizing (including developing terms of reference, budgets and work-plans) needs assessments, baselines, mid-term evaluations and final project evaluations and deriving reports of the surveys.
Representation
• Maintain flexibility to take on added responsibility as and when needed
• Attend regularly all OCHA coordination meetings as required
• Participate in Donors meetings as needed
• Ensure maximum visibility of the agency amongst the NGO community
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
Training/ Capacity Building
• Determine training needs for the Monitoring and Evaluation team and implement the capacity building plan for the staff members.
• Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
• Advocate and plan for professional development for expatriate and national staff
Working Relationships
• Maintain frequent communication with Country Director or Program Director to ensure program activities and objectives are communicated
• Work with Country Director and Logistics staff to ensure the coordination of programs supplies are within budgeted targets
• Attend coordination meetings which are relevant to country activities or as assigned
• Interface with national government and relevant agencies as necessary
Security
• Ensures application and compliance of security protocols and policies.
Prevention of Sexual Exploitation and Abuse
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

****QUALIFICATIONS****

Skills & Requirements:• Master’s Degree in Public Health, Social Sciences, or other relevant academic background
• At least 5 years' experience in all aspects of program development, proposal writing and budget development.
• In depth knowledge of design and use of monitoring and evaluation techniques and approaches including cohort tracking, control groups and other qualitative, quantitative participatory methodologies
• Demonstrated ability in sampling, data collection, data management, quantitative and qualitative analysis and related software (MS Access, EPI Info, EpiData, Stata, etc.)
• Superior writing and editing skills. At least one year of previous experience preparing donor reports.
• Highly developed influencing, communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively to internal and external stakeholders
• Previous experience of working on large scale, complex, multi sectoral programmes in both emergency and development contexts
• Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring)
• Ability to analyze information, evaluate options and to think and plan strategically.
• French and English proficiency required
Desirable
• Prior professional experience, preferably in Africa in a post-conflict and/or conflict setting;
• Technical expertise in health and / or protection / GBV would be advantageous;
• Prior knowledge of donor regulations (in particular OFDA & USAID) is an advantage. Other Relevant Information (if applicable): LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
