About the role: This is a 18 month, new role with unaccompanied terms based in Goma, DRC with a salary of €35,981 - €39,979
You will report to the Programmes Director and will line manage the Emergency Programme Manager & Emergency Programme Officer and work closely with the Country Director (CD), Systems Director (SD), Area Coordinators (AC), Country Financial Controller (CFC), HR Manager, Logistics Manager, Programme Managers.
We would like you to start on 1st August.
Your purpose:
To oversee the implementation, management and development of Concern’s Emergency Programmes in DRC in line with organizational policies, values and frameworks and within the Concern DRC Strategic Plan.
You will be responsible for:
Main Duties & Responsibilities:
Programme Management:
Guide the strategic and operational direction for Concern’s Emergency Programmes, in line with the commitments set out in the CSP.
Ensure that Concern’s emergency programmes are planned, designed, managed and implemented in line with Concern’s policies, programme frameworks and Country Strategic Plan (CSP).
In conjunction with the Programme Managers (PMs), identify new emergency programme intervention opportunities in accordance with the CSP and based on a thorough contextual analysis.
Ensure that emergency programmes are designed in a participatory manner with relevant stakeholders, including target communities and partners and that gender/equality and protection are integrated in programme design and implementation.
Ensure that Concern DRC retains its capacity to respond, and responds in a timely manner to emergencies in line with Concern’s Preparing for Effective Emergency Response plan (PEER).
Lead on the review, updating and rollout of Concern’s PEER plan.
Develop strong links with a range of Strategic partners and if appropriate plan and implement joint/consortia programmes.
Ensure Concern’s commitments under the Core Humanitarian Standard are embedded in its emergency programming.
In collaboration with the PD, contribute to the roll out of the elements of the Country Strategic Plan related to emergencies.
Financial Management
Identify potential sources of donor funding and liaise with such donors in an effort to secure new/increased funding for Emergency programmes.
Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements.
Coach, mentor and assist budget holders in the development of accurate budgets/budget revisions for all emergency programmes.
Donor Compliance
Ensure donor proposals (ECHO, OFDA, Irish Aid etc.), budgets and reports are of the highest standard and delivered in a timely manner in accordance with Concern policies/procedures and donor requirements.
Be responsible for ensuring that donor strategies, guidelines, formats and processes are fully understood and being adhered to within programme implementation and procurement.
Human Resources
Identify project staff needs, in close collaboration with HR and line management, ensuring that Job descriptions are developed, properly qualified staff are recruited, inducted and trained as per the needs of the programme and organisation.
Support the Programme Managers with particular emphasis on capacity building of staff through mentoring, training, and ensuring staff have up to date job descriptions and Performance Development Reviews (PDR) as per policy.
When necessary, assist with recruitment and management of disciplinary and grievance issues.
Communications/Reporting:
Ensure that situation reports, i.e. security, personnel, programme activities, etc. are produced to a high standard and in a timely manner.
Ensure that ToR’s for external advisors, consultants, visitors are prepared and shared on time.
Ensure donor visibility & facilitate external engagement through (donor, UN, head office, consultants, etc.) visits to the field and high quality reporting.
Networking:
Represent Concern at inter-agency, UN, Government and coordination meetings pertaining to the relevant sectors or when requested by senior management
Play a lead role in relevant Clusters as appropriate
Liaison with in country humanitarian donors on a regular basis.
Monitoring & Evaluation:
Ensure M&E plans and monitoring mechanisms are developed and rolled out in collaboration with the PMs and PD.
Provide technical support and guidance to the PMs to ensure quality monitoring and evaluation of programmes within the agreed plans, budgets, time frames and Concern and donor guidelines.
Undertake frequent monitoring visits to emergency programmes and provide feedback to SMT, managers and staff.
Security:
In conjunction with the Emergency PMs, monitor and report on security issues to the Security Focal Person as necessary.
Ensure programme staff awareness and adherence to Country Security Management Plan and SOPs, and in conjunction with the PMs, identify security training needs as they arise.
Other:
Seek opportunities for Concern DRC to contribute to Concern’s organizational learning through participation in relevant workshops, trainings and liaison with relevant directorates in HQ.
Support the Systems Director as necessary in ensuring adherence to Concern’s systems procedures.
Participate in country-level strategic planning initiatives, SMT and CMT meetings and other duties as determined by line management.
Any other task as requested by the Programmes Director.
Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.
Your skills and experience will include:
Essential:
A relevant degree in a related field (Humanitarian Aid, international development, etc.) is essential, together with theoretical knowledge of the principles and practices of organisational management, emergency preparedness and response.
At least three years’ experience of working in humanitarian programming and demonstrable experience of managing a humanitarian response.
Team Management Experience.
Security Management Skills and Experience.
Appreciation and knowledge of humanitarian issues including protection issues, latest thinking in accountability to programme participants.
Strong financial management skills.
Strong French and English language ability
Ability to work independently and as part of a team
Flexibility, adaptability, and patience with facilitation and interpersonal skills
• Ability to surface and analyse problems and recommend solutions
• Ability to work under pressure often to strict deadlines
• Methodical and thorough in approach
• Training, coaching and mentoring skills and ability to motivate and develop skills of others

Desirable:
Master’s level degree in a relevant field (as above).
Knowledge of HF/VHF radio systems
Swahili and Kinyarwanda would be an advantage
