The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

Job Summary

Overview: The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) intends to recruit a Chief of Party to provide overall strategic, management, and programmatic direction to a forthcoming integrated HIV/AIDS program to be implemented in the DRC. The Chief of Party will provide overall strategic direction, leadership, and oversight for project design, implementation, and evaluation. S/he will work in collaboration with the United States Agency for International Development (USAID)/DRC, the Government of DRC, and other stakeholders to guide a team of diverse partners and technical experts in the implementation of all project activities, and will be responsible for ensuring that results are achieved. The Chief of Party will be based in Kinshasa for the duration of the project.

Job Responsibilities:

  • Facilitate critical, collaborative relationships, and serve as the primary point of contact for the Government of DRC, provinces and health zones, U.S. Government agencies, implementing partners, and other key stakeholders.
  • Provide oversight and guidance for all aspects of project design, implementation, and evaluation, and ensure that desired results are achieved.
  • Ensure compliance with USAID rules and regulations, EGPAF policies, DRC law, and Ministry of Health (MOH) guidelines.
  • Ensure that project activities are tailored to provincial and health zone needs in project target areas and align with Government of DRC policies and strategies.
  • Oversee the development of annual workplans, budgets, and reporting, in line with contractual requirements.

Required Qualifications

  • Master’s degree or higher in Medicine, public health or related field.
  • At least 15 years of successful experience managing and implementing large, complex, integrated health programs in resource-limited settings, including at least 5 years of experience working on USAID-funded programs;
  • Familiarity with HIV service delivery, (PMTCT, pediatric and/or adult care and treatment, TB/HIV), maternal, newborn and child health (MNCH), family planning (FP), reproductive health (RH), health systems strengthening, and/or other related technical areas preferred;
  • Knowledge of FAR, AIDAR, and USG rules and regulations. Familiarity with Government of DRC rules and regulations preferred.
  • Experience implementing United States Government (USG) contracts required.
  • Demonstrated ability to build collaborative relationships and facilitate coordination with diverse partners and stakeholders, including government agencies, implementing organizations, and development partners at the national, district, and community levels.
  • Exceptional leadership and communication skills and experience managing large, dynamic and multi-functional teams.
  • Experience in DRC or other post-conflict settings preferred.
  • Proficiency in English and French is required.
