Democratic Republic of the Congo: Programme Manager D.R. Congo

Your challenge

War Child has been working in the Democratic Republic of Congo (DRC) since 2003. Due to the protracted nature of the DRC Crisis there is a need to address the root causes of the conflict which are related to social protection (and social inclusion), local governance and democratic dialogue as well as structural issues with the labor market, To this end, War Child developed, in consortium with ZOA (lead applicant) the programme “Tinawezekana, enabling government, civil society and communities addressing root causes of conflict in the Hauts Plateaux de Kalehe”. This programme will run from 01 January 2017 to 31 October 2020 and is funded by the Dutch Ministry of Foreign Affairs (MoFA).

The Programme Manager (PM) is responsible for the management of War Child’s contribution to this programme in coordination with ZOA, the lead agency in the consortium. (S)He will liaise with a range of internal and external stakeholders and assuring an integrated approach and quality of the content of the programme. This includes the development of the youth engagement (youth employment and youth civic involvement) approach, , assure coherence with other War Child programmes in DRC and the region, adherence to compliance to the MoFA guidelines, budget monitoring and update grants administration. The PM is expected to gain swift understanding of existing and potential relevant interventions with regards to private sector development and ensure that the developed activities have synergies with the other activities implemented by the consortium.

Programme Management

• Lead for War Child the further development and implementation of the ARC programme, including the development of detailed work plans, development of monitoring and evaluation framework, needs assessments, market studies, selection of communities and partners and implementation of agreed activities in close collaboration with ZOA and other key partners and stakeholders;

• Represent War Child in programme coordination meetings of the consortium and the stakeholders;

• Monitor programme implementation and measures programme effectiveness;

• Develop tools and formats for planning, monitoring and evaluation (in close cooperation with the Technical Advisors at HO) focussed on youth engagement and support programme staff and local partners in application of these tools;

• Ensure programme compliance with donors regulations and in- and external operational and programme standards;

• Develop and implement internal mechanisms for institutional learning, quality control mechanisms, and programmatic integration;

• Ensure timely delivery of internal and donor reports to the CD and adequate budget control of the programme.

  Programme development

• Identify and establish strategic partnerships with diverse stakeholders, including private sector actors and service providers in the region that are capable and willing to implement activities that fit into the Addressing Root Causes result pathway;

• Develop strategic approaches to youth engagement and entrepreneurial development of youth and identify youth employment opportunities in the programme, seeking to address embedded youth and conflict sensitive issues and promote youth employment, as appropriate, in all phases of program implementation and internal management;

• Integrate the approach with ZOA’s World Bank interventions on value chain development and potential other interventions related to STAREC. Obtain involvement of the Dutch embassy to stimulate Dutch private sector investment that reinforce the youth employment intervention of the ARC project and integrate the reinforcement of this intervention in a more general policy approach towards donors and relate it to the multi-annual strategy of the MOFA of the Netherlands during political dialogue with the Dutch regional team of the embassy.

  Management and capacity building

• Provide guidance on youth engagement throughout project implementation, particularly regarding youth participation in the labor market.

• Train and coach program staff and local partners on a daily basis and builds the capacity of program staff: indicates training needs, and supports training of programme staff and local partners.

Profile

• Bachelor's degree in social studies, business, international development, or a related field and 5 additional years of relevant experience;

• At least 3 years' technical experience in donor-funded youth programming;

• Experience with youth-focused employment and business programming is highly desired;

• Experience of competency development including facilitating learning, coaching and supporting learning across multiple stakeholders;

• Experience with international cooperation and societal and economic developments in Africa and an excellent understanding of livelihood and youth employment, preferably in the Great Lakes region;

• Understanding of humanitarian principles and established international standards in humanitarian settings, especially children and youth;

• Excellent understanding of private sector and business development. You have a wide network in the field of entrepreneurship, job creation;

• Entrepreneurial spirit and working attitude, affinity with project management;

• Experience of acting in a senior representation role and managing local staff;

• Experience living and working in complex security contexts;

• Well-developed negotiation, coaching and influencing skills;

• Cultural sensitivity

• Planning and organizational capabilities;

• Team player and hands-on mentality;

• Result focused and cost-conscious;

• Required: fluency in French good working knowledge in English (verbal and written);

• Commitment to the vision and goals of War Child Holland, including adherence to the Child Safeguarding Policy, is essential.
