About the role: This is a 24 month, replacement role with unaccompanied terms based in Manono Territory, Tanganyika Province, DRC with a salary of €34,106 - €37,895

You will report to the Area Coordinator and will line manage three WASH Project Managers and work closely with the Programmes Director, Graduation Programme Manager, Base Manager and M&E Coordinator.

We would like you to start on 1st September 2017.

Your purpose:

The WASH Programme Manager is responsible for the overall management, implementation and development of Concern’s WASH programmes in ex-Katanga province. This currently includes a six year DFID-funded WASH Consortium programme, an Irish Aid funded graduation programme including WASH and potentially emergency WASH responses (pending funding approval).

You will be responsible for:

Programme Management

· Participating in programme proposal development, taking a lead on WASH activities, including the proposal, logical frameworks, results frameworks, implementation plans, M&E plans and budget, and participating in reviews and revisions as necessary during the life cycle of the programme.

  • Supporting the WASH Project Managers in preparing and implementing programme activity plans that correspond to the approved donor proposals and budgets.

  • Working with the teams to develop procurement plans and ensure procurement of necessary materials in a timely manner in compliance with Concern and donor policies.

  • Providing regular reports and programme updates to the Area Coordinator including early warnings of programme or budget overruns.

  • Reviewing and supplementing narrative reports on programme activities prepared by the WASH Project Managers for internal management purposes and for donors, in line with the reporting schedule.

  • Ensuring the allocated budget is utilised effectively and in accordance with Concern’s procedures.

Team management

  • Ensuring all team members have up to date and relevant objectives, and have constructive performance reviews as per Concern’s Performance Development Review policy.

  • Day to day team management including working with the team leaders to develop their skills in terms of short term plan development; identifying problems and their solutions; managing the performance of others including the use of disciplinary procedures when necessary.

  • Developing team capacity through skills audit, on-the-job mentoring as well as internal and external training opportunities.

  • Ensuring team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability etc.

Monitoring and Evaluation/Accountability

  • Work with the M&E Coordinator to ensure the effective development and implementation of WASH M&E plans, ensuring accurate information is collected and analysed for all programme components and that learning is incorporated in programme implementation and design.

· Ensure accountability benchmarks under the Core Humanitarian Standard (CHS) are understood by team members and appropriately incorporated into programme activities.

  • Ensure the Complaints Response Mechanism is effectively implemented and programme information is clearly communicated to communities.

Technical

  • Provide technical guidance and oversight on WASH activities, including but not limited to hygiene promotion, infrastructure works (e.g. boreholes, dug wells), water quality testing, capacity building of Water Management Committees etc. in line with Concern’s programme approaches and international standards and best practices.

  • Develop and document written protocols and standard operating procedures with the WASH team as required.

Advocacy/Networking and Coordination

  • Participate regularly in cluster meetings in Lubumbashi/Kalemie and other relevant inter-agency/coordination meetings at local, provincial and national level as appropriate.

  • Share information on specific WASH activities with other actors (other NGOs, UN agencies).

  • Coordinate and collaborate with Government Agencies, strengthening their capacity and fostering engagement with Water Management Committees.

Other

  • Actively participate in collective assignments such as preparation/updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP), Annual / mid-term review and planning meetings, baselines, midlines and endlines when requested.

  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational (eg HR) activities.

  • Undertake any other relevant and reasonable work as requested by line manager.

    Your skills and experience will include:

    Essential:

  • Qualifications in a discipline related to Civil Engineering and/or Environmental/Public Health

  • Proven record in effective programme management and managing large teams

  • Good knowledge of French or Swahili

  • Good capacity in community mobilisation and knowledge of participatory approaches

  • Practical experience in construction of water and sanitation facilities (borehole drilling, hand dug wells, latrines etc.) and in participatory hygiene promotion methods e.g. PHAST/CLTS.

  • Experience in designing and implementing both emergency and long-term development WASH programmes

  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts

  • Excellent team work skills and the ability to build good relations both internally and externally

  • Experience in report and proposal writing

  • Proven financial management skills

  • Ability to work in an organised and systematic manner under pressure

  • Willingness to live in a remote area with basic conditions

  • Commitment to Concern’s ethos and values

  • Flexible, adaptable and patient

  • Sound IT skills, including Word and Excel

Desirable:

  • Understanding and commitment to the Core Humanitarian Standard

  • Understanding and experience of mainstreaming issues of gender and protection

  • Proven influencing and negotiating skills with internal and external stakeholders

  • Experience of working in Africa (or elsewhere under similar conditions)

  • Ability to train local staff and to motivate and develop skills of others

  • Knowledge of Swahili
