BACKGROUND:

The LWF World Service is seeking to recruit a Grants Manager for its Country Program in DRC. The expected starting date is June 2017 (or earlier if possible).

Purpose of the position

The LWF-WS Grants Manager is responsible to develop high quality project proposals and concept notes for direct submission to key donors including ECHO, Europeaid, UN Agencies and other major institutional donors. Experience with and an understanding of the rules and requirements of these donors is essential.

Developing log-frames, work-plans, budgets and monitoring processes/templates will be a key task, requiring hands-on work with the DRC country program team ahead of and during the proposal development process. The ‘needs assessment’ is also an important and major element for proposal development and, while not being the responsibility of this position, must be undertaken by the DRC country program team to enable the task to be completed by the Grants Manager. The LWF-WS Grants Manager will need the ability to adapt and quickly shift focus and/or agenda in response to shifting priorities within the country program while taking on diverse tasks within the proposal development process from writing, developing monitoring plans, and providing administrative support.

Based in Goma, DRC, the LWF-WS Grants Manager shall report to the LWF-WS DRC Program Country Representative and to the LWF-WS Global Funding Coordinator (for technical and work-planning matters).

Qualifications

Master’s degree in humanitarian or development work, and/or other related social science.

Knowledge and Experience

  • Several years of professional experience in international humanitarian and development program Experience in project plan donor networks. Work experience with institutional donors including ECHO & Europeaid is required.
  • Cultural sensitivity and adaptability. High degree of integrity and professional responsibility.
  • Flexibility, patience and ability to work under pressure and with very tight deadline
  • Ability to work independently and at times with little supervision.
  • Ability to travel in the region at short notice
  • Strong organizational, interpersonal, verbal and written communication.
  • Strong computer literacy.

Language Skills

Fluency in French and English

Main Duties

  • To identify specific funding opportunities (upcoming calls) through necessary mapping and research and then provide proposal development support according to agreed priorities (preparedness and readiness to respond).
  • To lead and/or coordinate the submission/response to calls including writing the proposals.
  • To assist remotely as well as provide in-country support for the proposal development and writing process,
  • To provide timely hands-on support to develop high quality concept notes (also for the project bank) and proposals in response to calls (quality and timely submissions).
  • To conduct the necessary research to support the technical content of concept notes and proposals.
  • To carry out field visits, attend meetings and hold workshops with staff, necessary to develop and finalize the proposal (including the budget).
  • To maintain proper records and electronic filing systems of all drafts and final submissions and approved proposals.
  • To ensure that all rules and regulations required by the donor are adhered to and included in the proposal. This can include donor liaison when in country,
  • To finalize, package and submit proposals according to donor specifications and deadlines and LWF quality standards.
  • To coordinate the hand-over of successful awards to the relevant implementing team in the Country Program. This will include capacity-building of national staff and kick-off meetings and workshops for successful grants in the country of operation including compliance, reporting requirements, developing activity and monitoring plans.
  • To ensure quality, compliance and consistency in proposals (between country programs).
  • To participate in monitoring and follow-up visits to ensure that the project is implemented in compliance with the LWF and donor regulations and requirements.
  • To participate in exchange visits to LWF Country Programs in the region with a focus on peer exchange of experience in capacity building and grants management.
  • To carry out any other tasks as needed and requested by the LWF-WS DRC Program Country Representative and/or the LWF-WS Global Funding Coordinator (e.g. screening reports, monitoring visits, training workshops).
