Salary: From £23,326 Net per annum. Oxfam will meet the tax and social security liabilities of the post holder in relation to employment with Oxfam.

Hard to work allowance for £4000 per annum.

Background

Oxfam is committed to improving emergency response times and preparedness, and increasing impact by strengthening the effectiveness and accountability of our humanitarian work.

The Democratic Republic of the Congo war has resulted in one of the world’s worst humanitarian crisis with over 1.9 million displaced persons scattered throughout the country. An estimated 2.5 million people have died as a result of the war, many of them through preventable diseases. The crumbling state infrastructure in health and other sectors has been completely unable to cope. Oxfam GB’s programme has been looking at enhancing policy changes at national, regional and international levels to maximise its impact on suffering in the DRC, especially in relation to displaced and vulnerable populations while responding to humanitarian crisis on the ground level, mainly targeting

Oxfam GB has been present in the DRC for more than 40 years and its programmes have aimed at assisting vulnerable people with public health needs focusing on education, water, sanitation and hygiene. Oxfam is one of the few NGOs having kept a presence in both government and rebel held territories throughout the duration of the recent war.

The Emergence Response activities are life saving. Oxfam GB’s approach involves mainstreaming of gender and protection. The ER programme is concentrated in the East of DRC which is manifested by conflicts that is Province Oriental, North Kivu, South Kivu and Katanga. Currently the DRC government has scaled up Sokola ii in Beni and this may contribute to mass population movements in addition to the existing IDPs. Though currently Oxfam is responding in North Kivu and Ituri Province, the project areas can change depending on where the humanitarian crisis is.

This response, that has funding from DGD Belgium Government is focusing on saving lives implementing short term interventions that aim at repairing and restoring basic services (water, sanitation, hygiene promotion and protection) and provides support to functioning community structures.

The post holder is expected to have hands-on approach to field administration and logistics. Back-up will be provided by the Goma Co-ordination office.

The role will:

To manage Oxfam's humanitarian response team in North Kivu and Ituri Provinces in DRC, the PM role is highly mobile between the sites.

The Person

The Project Manager is expected to play an active role in security, direct project activity and human resource management. The successful candidate should have an interest and understanding of the basic rights of displaced populations and other civilian victims of violence as well as good negotiation skills.

To achieve this you will need to have at least 3 years experience of emergency work, part of which involved managing public health programmes; Extensive experience in security management and experience working in an environment in which security and political situation is volatile; A proven record of effective management; Ability to live and work in stressful and insecure environments; Diplomacy and tact; Willingness to work cross-frontline; Ability to work well under pressure and in response to changing needs; Good written and spoken English and French and/or Swahili essential; Well-developed inter-personal skills; Analytical skills; Knowledge of issues relating to emergency programming, humanitarian law, community involvement and empowerment highly desirable; Some experience in integrated public health programme; Knowledge and/or experience in conflict management, protection, or other related field.
