Chemonics seeks a chief of party for the anticipated five-year, USAID-funded Democratic Republic of the Congo (DRC) Integrated HIV/AIDS Program. The program aims to support the DRC government in strengthening the continuum of response for quality HIV/AIDS services through an integrated heath platform that also improves family planning, reproductive, tuberculosis, and maternal and child health services in select health zones of Kinshasa and Oriental provinces. It is expected to achieve measureable gains for key population-based health indicators periodically collected and reported in internationally recognized processes such as the Demographic and Health Surveys and Multi-Indicator Cluster Survey. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide overall vision and strategy for implementation and direction of all program activities
- Serve as the program's primary liaison with USAID, international and regional partners, and host-country government officials
- Serve as the primary liaison with the Chemonics' Washington, D.C., office in technical and managerial matters
- Supervise technical and administrative staff, including the deputy chief of party and technical leads
- Work with government counterparts in defining program activities and targets and ensure close collaboration
- Oversee annual program work planning and establish procedures to measure progress against the work plan
- Ensure compliance with the goals set in the contract and with USAID regulations and Chemonics policies and systems
- Conduct monthly and quarterly meetings and workshops with the technical teams and participating organizations for coordination purposes
- Participate in regular program evaluations to assess progress and recommend solutions
- Represent the program at periodic meetings with stakeholders to report on planned activities and actions, including implementation statusQualifications:
- Master's degree in public health or a related professional advanced degree requited
- Minimum 10 years of experience in public health in developing and/or transitional countries
- Minimum eight years of experience as a country/project director managing complex public health programs of similar scope and size
- Minimum seven years of experience strengthening integration of care and treatment services in HIV/AIDS; maternal, newborn, and child health; reproductive health; family planning; and tuberculosis
- Ability to work collaboratively across technical disciplines
- Effective oral and writing communications skills
- Ability to develop and maintain working relationships with U.S. and foreign governments, development partners, and civil society and effective partnerships with private sector entities
- Ability to travel extensively to activity locations within the DRC and to other places, as required
- Work experience in Sub-Saharan Africa preferred
