About the role: This is a 9 month, new role with unaccompanied terms based in Masisi with a salary of Grade A €26,546 - €31,332
You will report to the Emergency Programme Manager and will work closely with the Base Manager, Emergency Programme Staff, Logistics staff and Area Coordinator
We would like you to start on 1st March 2017
Your purpose: You will provide support to accelerate programme implementation of Concern’s emergency response programme in North Kivu. You will also contribute to programme quality by providing programme support in terms of report writing, programme development and monitoring and evaluation.
You will be responsible for:
Programme Implementation
- Assist with the implementation of the Masisi Emergency Response Programme (funded by OFDA, Irish Aid and the Quinn Foundation), and more specifically by supporting the NFI component of the co-funded programme, ensuring programme quality adheres to Concern and international standards.
- Assist with the monitoring and evaluation of the Masisi Emergency Response Programme by ensuring M&E tools are in place and indicators are well measured, under the EPM’s management.
- Participate in emergency assessments, as required.
- Ensure that crosscutting themes including accountability, equality and protection are mainstreamed in the programme. Specifically, the Programme Officer will support the protection activities and the revitalization and implementation of the Complaints Response Mechanism (CRM).
- Support with the planning and start-up of new programmes as new funding comes on stream e.g. preparing job descriptions, M&E plans and tools, supporting with the development of procurement plans etc.
Reporting and Communications
- Assist programme teams in the production of high quality reports and proposals to donors in line with the donor formats and deadlines, as needed.
- Work with the programme staff to produce good quality case studies that demonstrate best practice in areas of Concern’s work.
- Share visibility materials for Concern’s website and social media (e.g. photos, programme updates, case studies)
- Support with the planning and preparation for internal/external visits e.g. donor visits, Concern HQ/US Communications team visits.
General
- Represent Concern at relevant coordination meetings at local level as required.
- Any other tasks mutually agreed with the Emergency Programme Manager/Area Coordinator.
Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, implementation of Concern’s accountability plan and other Concern initiatives
Your skills and experience will include:
- BSc or Arts degree in humanitarian/development studies, management, or a related/relevant field.
- At least one year practical experience working in development or emergency for an international NGO.
- Proven ability in report writing, research and documentation.
- Proven analytical, planning and time management skills.
- Experience of working in an insecure environment
- Strong French and English language ability
- Flexibility and the ability to work with a multi-cultural team
- Demonstrable interpersonal and communication skills
- Good organisation, planning and management skills
- Ability to work under pressure
- Able to handle a demanding, mountainous environment with a high level of physical fitness
- Excellent computer skills, including Microsoft Word, PowerPoint and Excel.
We would also like:
MSc or A degree in development studies or relevant field
2 years’ experience in management role
Outgoing personality with excellent training skills.
Swahili language skills an added advantage
Experience or knowledge of international standards such as SPHERE and CHS
