We are looking for a dedicated and experienced Head of Programme for our operations in DR Congo.NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responds to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education, food security, livelihoods and ICLA, in order to provide legal assistance to individuals while building capacity of local commissions, state and customary authorities. In support of these activities we provide shelter and WASH activities to promote integrated programming, through schools construction, transitional shelters in areas of return, or water harvesting points and latrines.
The Head of Programme reports to the Country Director.
Job description
- Line management of Programme Managers
- Member of the Country Management Group (CMG)
- Compliance with and adherence to NRC policies, guidance and procedures
- Provide programme input to Country Strategy and Plan of Action
- Development of Core Competency (CC) strategies
- Responsible for the CC programmatic input to the contingency plan
- Development of holistic and needs based programmes, in line with the “do no harm” principles
- Planning of programme/project assessments and evaluations
- Identify funding opportunities, develop funding strategies and forecasts
- Grants management, BPO allocations and reporting to donors, including compliance with donor standards
- Coordination and quality control of project applications (incl. budgets)
- Regular project follow ups
- Ensure that all NRC systems for programme administration and financial management are implemented and adhered to
- Capacity building of all technical staff
- In-country representation
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Qualifications
- Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- Knowledge in Emergency
- Core competency expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English and French , both written and verbal
- Knowledge of the context in DR Congo and the region

We offer

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Duty station:Goma with up to 30 % travel to the field locations
- This is a non family postings. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
