About the role: This is an 18 month, replacement role with unaccompanied terms based in Goma, North Kivu province in DRC with a salary of Grade B €32,490 - €39,723.
You will report to the Country Director (CD) and will line manage North Kivu area staff (Base Manager & Emergency Programme Manager (Masisi), Area Finance Manager, Assistant Administrator). We would like you to start on 1st February 2017.
Your purpose: You will oversee the management of programmes in North Kivu under the Country Director’s responsibility. You will be central to the organisations operations and will have the core role of supporting the team to enhance programme delivery according to well established systems and procedures.
You will be responsible for:
Programme delivery:
- Manage and develop programmes and evaluate their progress against agreed objectives, including current humanitarian programming in Masisi territory, as well as subsequent humanitarian and recovery interventions.
- Coordinate and lead research and feasibility studies.
- Ensure programme quality adheres to Concern and other agreed standards.
- Assist in ensuring community participation and collaboration in programmes.
- Provide support and technical advice to programme staff
- With the programme team, research, plan and develop new programme proposals.
- Monitor and support programme staff to manage expenditure and budgets and ensure resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements.
- Monitor programs regularly and support programme managers to monitor progress against objectives.
- Prepare progress reports and support programme managers in the elaboration of reports for submission to Concern and donors.
- Liaise with NGOs and local authorities and ensure effective communication between team members, local government technical departments, other local authorities and other NGOs in program areas.
- Actively represent Concern in all programme related cluster meetings in Goma
- Develop positive relationships and where appropriate, support the development of partnership agreements/ Memorandums with local organisations, community representatives and local authorities.
- Together with the Country Management Team, identify areas for extension of programs and the development of possible areas of new interventions according to the Country Strategic Plan
Admin, Finance, Logs and HR Systems:
- Oversee the management of the Base Manager and the Program Managers at Masisi level
- Directly oversee the day-to-day human resources and finance systems in Goma support base
With the support of the Base manager indirectly oversee day-to-day logistics, administration and security issues relating to Masisi operations
Ensure the implementation of finance and human resource systems in line with organizational policy and best practice;
Develop and implement appropriate reporting systems.
Oversee staff training and development plans in line with Concern policy and programme needs.
Take overall responsibility for human resource planning and local staff recruitment;
Support the implementation of Concern’s performance and development review system
Support the aims of Concern in terms of accountability, including commitments of the organisation in relation to HAP (Humanitarian Accountability Partnership.
Adhere fully to the commitments and rules laid out in the Programme Participant Protection Policy (P4) and Code of Conduct, including respecting confidentiality.
Report to the appropriate manager, any suspected or actual violation of the P4 and Code of Conduct – an obligation of all staff members
Security and Representation: Duties and Responsibilities:
- Represent Concern with local authorities and/or other members of the international humanitarian community in cooperation with the Country Director.
- Ensure that all staff are aware of and adhere to Security Management Plan (SMP)
Your skills and experience will include:
Relevant post graduate qualification
Minimum three years’ management experience with an international NGO, preferably in Africa
Cash transfer programme experience
Programme design and research experience
Management of a diverse team of staff in a complex environment
Budget management
Report and proposal writing experience
Previous work in a conflict environment
Experience in coaching and mentoring staff
Computer literate and good knowledge of Word and Excel.
Very good working knowledge of English and fluent French or vice versa
Experience with PRA techniques
