​Chemonics seeks a compliance officer for the ongoing USAID/ DFID-funded Improving Reading, Equity, and Accountability (I-READ) project in the Democratic Republic of Congo (DRC). The I-READ project is a five-year, $134 million early-grade reading project that will work in more than 25 education sub-districts across four target provinces to improve access to education and learning outcomes for girls and boys in the DRC. The compliance officer will be based in Kinshasa, DRC, and will provide independent oversight to the DRC I-READ Project, ensuring compliance with regulatory requirements and USAID policies. This position is a two-year assignment with the potential for extension. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • ​Establish standards and procedures to ensure that compliance programs throughout the project function effectively and efficiently to prevent, detect, and correct noncompliance with applicable rules and regulations
  • Develop and/or disseminate field accounting and compliance policies, regulations, standards, and tools. Provide due diligence to ensure funds are applied as outlined in the contract and are not vulnerable to corruption, extortion, or malign groups
  • Review accounting files, including local subcontractors' and grantees' files, ensuring that appropriate back-up documentation exists for all transactions, including procurement requests, timesheets, approvals, bids, invoices, and receipts
  • Review checking account procedures and ensure reconciliation between the accounting system and bank statements. Reconcile accounts payable, receivable, bank accounts and petty cash. Assure that all receipts and invoices are originals, and are properly filed according to transaction dates
  • Ensure proper accounting procedures and documentation for petty cash management, correct transaction coding and electronic filing, and timely action on accounts receivable
  • Review allowances paid from the field office to ensure compliance with USAID regulations
  • Review project personnel files to ensure minimum required documentation is included. Manage due diligence process in verifying previous salary, education, and references compensation
  • Conduct spot checks of physical inventory tracker to confirm correct tagging and tracking of non-expendable items
  • Conduct independent market rate verification of invoices submitted by staff, grantees, and subcontractors
  • Perform periodic review of field office policy manual and make recommendations on strengthening financial policies and procedures. Establish weekly and monthly schedules of financial tasks to improve time management and workflow for accounting personnel

Qualifications:

  • Master's degree in finance, administration, or a related area or equivalent experience ​
  • ​Relevant certification from internationally recognized compliance or auditing organization, such as Institute of Internal Auditors (IIA), International Standards Organization (ISO), and American Society for Quality (ASQ), International Register of Certificated Auditors (IRCA), is preferred
  • At least ten years of experience in audit, procurement, finance, or management
  • Knowledge of USG/USAID regulations, policies, and compliance requirements for international assistance programs
  • Ability to lead and inspire a multi-disciplinary team to achieve contract results under challenging circumstances
  • Demonstrated leadership, versatility, and integrity
  • Strong written and oral communication skills in French and English
