Objective
Reporting to the Regional Programme Manager, Central Africa, the Country Representative (CR) will provide strategic leadership and direction for CBM’s work in the DRC in line with CBM’s global and country strategies as well as national development goals and local laws. Based in Kinshasa, the CR will oversee a team of 9 local and expatriate staff and a portfolio of programmes with an annual budget of approximately EUR 3.5 million including grants from institutional donors. Together with the local CBM team, s/he will support the government and local non-government partners to develop and oversee initiatives aimed at: strengthening the health system; enhancing community based inclusive development to guarantee full and equitable participation in community life by persons with disabilities; strengthening the capacity of persons with disabilities to be effective advocates for their own rights; and building resilient communities through inclusive emergency response and disaster risk reduction.
Main tasks
Strategic leadership, direction and representation
Serve as CBM’s legal representative in the DRC and the primary contact person in relations with external stakeholders for all matters pertaining to the functioning of the country office, programme and partnership issues
Proactively develop and align goals, targets, resources, and values of external and internal stakeholders to achieve CBM’s vision in the DRC
Organise, motivate and empower staff to achieve organisational goals in a timely manner qualitative manner
Proactively identify, manage, and mitigate risks in the internal (DRC) and external environment to ensure performance and compliance of the CBM Country office and supported partners / initiatives
Strategy development and implementation
Oversee the development and implementation of CBM country strategic plan (programmatic and organisational priorities)
Ensure dissemination of CBM vision, mission and values
Programme development, implementation and monitoring, and learning
Expand DRC Country Office programmes and identify funding opportunities
Oversee and coordinate the programme portfolio to ensure the highest level of project quality and accountability, whilst fostering continuity through building local capacity and developing innovative program interventions
Ensure programme work adheres to CBM standards and principles (inclusive project cycle management, human rights, participation, inclusion) as well as donor requirements
Ensure participative and high quality process of monitoring and evaluation are in place
Manage relationships with current and potential CBM partner organisations, coordinating and improving partnerships
Lead the development, implementation and monitoring of advocacy plans on issues related to disability rights
Organisational development
Review and improve the current organisational structure of the Country Office to enhance organisational performance and individual development
Coordinate regular reviews and update of human resources policies and procedures
Coordinate the development of a staff development plans in line with the country strategic plan
Organise regular meetings with the senior management team and all staff for the purpose of exchanging information, learning, providing coaching and counselling to staff, when necessary
Administrative and financial management
Ensure management oversight of the country office, programme budgets, and ensure appropriate budget forecasts to guarantee uninterrupted functioning of CBM-supported projects
Assure respect of CBM global and local financial and accounting regulations in financial and administrative transactions of the country office and ensure adequate internal controls are in place for accountability and efficient use of funding
Safety and Security
Oversee and advise on safety and security management in the DRC
Monitor political and security situation in the DRC and put in place appropriate security measures (SOPs, Contingency Plans) and ensure adherence by staff
Information, communication and learning
Ensure that all internal communication infrastructures are set up and smooth information flow is maintained
Facilitate trainings, research, and learning within projects and programs
Ensure that experiences and best practices are documented and shared across the organisation
Professional Profile and Requirements
Advanced university degree in social sciences/development studies, management studies or other related field. A bachelor’s degree in similar field with extensive work experience in similar or comparable position also acceptable. Specific training in disability/inclusion would be an asset
Ten years of professional experience at senior management level in an international development organisation, preferably in the field of social inclusion
Demonstrated experience in inclusive project cycle management, including human resources and financial management
Significant experience in organisational development and capacity building
Proven experience in disability mainstreaming and advocacy
Proven record of building and managing effective partnerships and strategic alliances
Experience in financial management, accounting and budget holding principles
