Lead the implementation of emergency health projects addressing the needs of people displaced by violence. Effectively manage the health project in line with the objectives, timeframe and budget laid down in the current proposal and meet Medair quality standards and the BPHS. Ensure that beneficiary participation is enhanced in all phases of the project. Manage and train the PHC team and locally recruited health staff. Anticipate, plan, and share in the development of new health project proposals.

Key Activity Areas
Project Objectives
- To ensure the projects meet log frame objectives within budget and within project time frame, including reporting cycles.
- Implement and update the strategy for all health activities in the project area in consultation with the Deputy Country Director (DCD) and Health Advisor (HA).
- Manage a comprehensive activity plan, including resource needs analysis covering the time frame of the project proposal for the programme in collaboration with the HA and under overall supervision of the DCD.
- Ensure appropriate training is conducted for all levels of Health staff.
- Provide input into the integration of beneficiary participation into all aspects of the project.
Project Modifications
- To identify when the project objectives or budget or time frame need to be modified in the interest of the beneficiary. To work with HA on modifications and gaining donor agreement.
- Plan and conduct health assessments to expand to other area if required in cooperation with the M&E Officer.
External Relations
- Collaborate with health authorities and health staff and with other medical NGOs operating in the area.
- Maintain effective partnerships with INGOs in the project area.
- May include leading the health sub –cluster and to enhance participation.
- Develop and maintain relationships with local authorities, NGOs on site, and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
- Contribute to the needs of the Communication and Fundraising team by coordinating with the Communications Officer.
Financial Management
- Manage the health budget as required in liaison with DCD.
Staff Management
- To manage, motivate, develop, and appraise the project staff.
- Responsible for supervision, coaching and appropriate training to national staff.
- Reflect the vision and values of Medair when interacting with team members and beneficiaries.
- Provide opportunities for feedback for assigned staff.
Quality and Security Management
- Have knowledge of security procedures and guidelines that are in place, abide by them and ensure that other staff are aware of and follow them.
- Promote and use Medair’s standardised processes (as laid out in the e-Library and elsewhere), ensuring the standardised formats are used and guidelines followed.
- Strive to adhere to Sphere standards, MoH guidelines and HAP principles and other relevant good practice as far as possible within operational constraints
Qualifications
- Degree in medical discipline (nursing, midwifery, medicine)
- Education in humanitarian work desirable
- Training in tropical medicine, MPH from recognised university desirable
Languages
- Strong working knowledge of French (spoken and written)
- Strong working knowledge of English (spoken and written)
- Local language, such as Lingala and/or Swahili, an asset
Experience / Competencies
- Qualified nurse or doctor with at least 2 years’ experience in managing a health project in a relief and / or development setting
- Knowledge of primary health care in an emergency context
- Knowledge of international standards (like Sphere)
- Capable of converting project proposals into action plans
- Good at planning and organising people and materials; good training skills
- Capacity to work under pressure

Working Conditions
- This field position is based in Bunia with regular travelling to health centres in the project area.
- Working and living conditions may be very different to that previously experienced.
- Occasional insecurity may cause periods of restricted movement.
