Over the past nine years, TCC has worked to improve transparency and accountability in the Democratic Republic of Congo’s (DRC) extractive sector in partnership with both international institutions and leading local civil society organizations. The Extractive Industries Governance Program is focused on both primary actor work and on building local actors’ capacity to render extractive sector information more transparent and accessible, research and analyze this information, and advocate for improved governance to ensure that natural resources provide greater benefits to the Congolese people.
The Carter Center is seeking a highly qualified and motivated individual to join the Center’s DRC-based Extractive Industries Governance Program and Lubumbashi-based team as Deputy Director for Operations. The successful candidate for this independent contract position will manage staff and processes to streamline office operations and project cycles; assist in the coordination of office and program activities, including synthesizing and monitoring activity plans, budgets, forecasts, and project reporting data; and facilitate successful collaborations among internal project components and external partners.
Start date: As soon as possible
Location: Lubumbashi, DRC (additional travel to other parts of the DRC not to exceed 20% of the time)
Length of assignment: Initial period of 3 months with the possibility of further extension
I.KeyResponsibilities
· Manage the operations team, responsible for human resources, finance, administration and logistics, in order to provide efficient and robust support to programmatic staff.
· Support the Director of the Lubumbashi Office in overseeing operations for the Extractive Industries Governance Program and the Lubumbashi office in accordance with The Carter Center’s procedures, including financial management and reporting, forecasting expenses, procurement, development of local office policies, and other administrative and logistical tasks.
· Assist the Director in overseeing timely operational planning and implementation. Coordinate between relevant staff for donor proposals and reporting. Gather monitoring and reporting data for evaluations and institutional knowledge management.
· Ensure effective project management systems are in place and organize team processes for activity planning, internal learning, and coordination among project teams. Maintain a well-organized system of documentation for program and office documents.
· Provide guidance to all Lubumbashi staff on administrative and operational issues, including human resources questions. Assist in recruitment and onboarding of staff.
· Coordinate with the Director and Project Coordinators in the management of sub-grant agreements, including coordinating with staff and sub-grantees on the submission of required deliverables and providing formal and informal organizational support to sub-grantees as necessary.
· Maintain ongoing communication with Lubumbashi-based staff, and provide regular updates and reports to colleagues in other offices to ensure effective collaboration.
· Carry out other project-related tasks as may be required and assigned.
II.Qualifications
· Bachelor’s degree (or equivalent) required; advanced degree preferred. Nonprofit management, international relations, business, accounting, social sciences, communications, or related field preferred.
· 3-5 years of relevant professional experience required. Proven experience managing staff, budgets, project activities, administration, and logistics strongly preferred. Experience with project management, civil society capacity building, program implementation, monitoring and evaluation, and/or learning systems preferred.
· Excellent written and verbal communication skills in French and English required. Verbal communication skills in one or more of the four national languages of DRC a plus.
· Strong interpersonal skills, cross-cultural understanding, and the ability to excel in team environments are crucial. Ability to establish and sustain relationships with Congolese civil society partners strongly preferred.
· Excellent organizational skills a must. Flexibility and ability to work under pressure and tight deadlines are essential.
· Strong analysis, problem solving, and prioritization skills required.
· Work experience in DRC or the region a plus.
· Enthusiasm for improving governance of DRC extractive industries to provide greater benefits for Congolese people highly desirable.
· Availability to travel within DRC up to 20% of the time a plus.
